AMENDMENT TO HOUSE BILL 4011

2    AMENDMENT NO. ______. Amend House Bill 4011, AS AMENDED,
3with reference to the page and line numbers of Senate Amendment
4No. 1, as follows:
 
5by replacing line 12 on page 8 through line 20 on page 9 with
6the following:
7    "(g-5) The Illinois Emergency Management Agency is
8authorized to make grants to not-for-profit organizations
9which are exempt from federal income taxation under section
10501(c)(3) of the Federal Internal Revenue Code for eligible
11security improvements that assist the organization in
12preventing, preparing for, or responding to acts of terrorism.
13The Director shall establish procedures and forms by which
14applicants may apply for a grant, and procedures for
15distributing grants to recipients. The procedures shall
16require each applicant to do the following:
17        (1) identify and substantiate prior threats or attacks

1    by a terrorist organization, network, or cell against the
2    not-for-profit organization;
3        (2) indicate the symbolic or strategic value of one or
4    more sites that renders the site a possible target of
5    terrorism;
6        (3) discuss potential consequences to the organization
7    if the site is damaged, destroyed, or disrupted by a
8    terrorist act;
9        (4) describe how the grant will be used to integrate
10    organizational preparedness with broader State and local
11    preparedness efforts;
12        (5) submit a vulnerability assessment conducted by
13    experienced security, law enforcement, or military
14    personnel, and a description of how the grant award will be
15    used to address the vulnerabilities identified in the
16    assessment; and
17        (6) submit any other relevant information as may be
18    required by the Director.
19    The Agency is authorized to use funds appropriated for the
20grant program described in this subsection (g-5) to administer
21the program.".
