AMENDMENT TO HOUSE BILL 5627

2    AMENDMENT NO. ______. Amend House Bill 5627 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Pension Code is amended by
5changing Section 16-118 as follows:
 
6    (40 ILCS 5/16-118)  (from Ch. 108 1/2, par. 16-118)
7    Sec. 16-118. Retirement. "Retirement": Entry upon a
8retirement annuity or receipt of a single-sum retirement
9benefit granted under this Article after termination of active
10service as a teacher.
11    (a) An annuitant receiving a retirement annuity other than
12a disability retirement annuity may accept employment as a
13teacher from a school board or other employer specified in
14Section 16-106 without impairing retirement status, if that
15employment: (1) is not within the school year during which
16service was terminated; and (2) does not exceed the following:

1        (i) before July 1, 2001, 100 paid days or 500 paid
2    hours in any school year;
3        (ii) (during the period beginning July 1, 2001 through
4    June 30, 2011, 120 paid days or 600 paid hours in each
5    school year; )
6        (iii) during the period beginning July 1, 2011 through
7    June 30, 2018, 100 paid days or 500 paid hours in each
8    school year;
9        (iv) beginning July 1, 2018 through June 30, 2020, 120
10    paid days or 600 paid hours in each school year, but not
11    more than 100 paid days in the same classroom; and
12        (v) beginning July 1, 2020, 100 paid days or 500 paid
13    hours in each school year.
14    Where such permitted employment is partly on a daily and
15partly on an hourly basis, a day shall be considered as 5
16hours.
17    (b) Subsection (a) does not apply to an annuitant who
18returns to teaching under the program established in Section
1916-150.1, for the duration of his or her participation in that
20program.

22    Section 10. The School Code is amended by changing Sections
2321B-5, 21B-10, 21B-20, 21B-25, 21B-30, 21B-35, 21B-40, 21B-45,
2421B-50, 21B-55, and 21B-105 and by adding Sections 10-20.67 and
2534-18.60 as follows:

1    (105 ILCS 5/10-20.67 new)
2    Sec. 10-20.67. Short-term substitute teacher training.
3    (a) Each school board shall, in collaboration with its
4teachers or, if applicable, the exclusive bargaining
5representative of its teachers, jointly develop a short-term
6substitute teacher training program that provides individuals
7who hold a Short-Term Substitute Teaching License under Section
821B-20 of this Code with information on curriculum, classroom
9management techniques, school safety, and district and
10building operations. The State Board of Education may develop a
11model short-term substitute teacher training program for use by
12a school board under this subsection (a) if the school board
13and its teachers or, if applicable, the exclusive bargaining
14representative of its teachers agree to use the State Board's
15model. A school board with a substitute teacher training
16program in place before the effective date of this amendatory
17Act of the 100th General Assembly may utilize that program to
18satisfy the requirements of this subsection (a).
19    (b) Nothing in this Section prohibits a school board from
20offering substitute training to substitute teachers licensed
21under paragraph (3) of Section 21B-20 of this Code or to
22substitute teachers holding a Professional Educator License.
23    (c) This Section is repealed on July 1, 2023.

1    Sec. 21B-5. Licensure powers of the State Board of
2Education.
3    (a) Recognizing that the education of our citizens is the
4single most important influence on the prosperity and success
5of this State and recognizing that new developments in
6education require a flexible approach to our educational
7system, the State Board of Education, in consultation with the
8State Educator Preparation and Licensure Board, shall have the
9power and authority to do all of the following:
10        (1) Set standards for teaching, supervising, or
11    otherwise holding licensed employment in the public
12    schools of this State and administer the licensure process
13    as provided in this Article.
14        (2) Approve, evaluate, and sanction educator
15    preparation programs.
16        (3) Enter into agreements with other states relative to
17    reciprocal approval of educator preparation programs.
18        (4) Establish standards for the issuance of new types
19    of educator licenses.
20        (5) Establish a code of ethics for all educators.
21        (6) Maintain a system of licensure examination aligned
22    with standards determined by the State Board of Education.
23        (7) Take such other action relating to the improvement
24    of instruction in the public schools as is appropriate and
25    consistent with applicable laws.
26    (b) Only the State Board Superintendent of Education,

1acting in accordance with the applicable provisions of this
2Article and rules, shall have the authority to issue or endorse
3any license required for teaching, supervising, or otherwise
4holding licensed employment in the public schools; and no other
5State agency shall have any power or authority (i) to establish
6or prescribe any qualifications or other requirements
7applicable to the issuance or endorsement of any such license
8or (ii) to establish or prescribe any licensure or equivalent
9requirement that must be satisfied in order to teach,
10supervise, or hold licensed employment in the public schools.

12    (105 ILCS 5/21B-10)
13    Sec. 21B-10. State Educator Preparation and Licensure
14Board.
15    (a) The State Teacher Certification Board, which had been
16established under Section 21-13 of the School Code prior to
17this amendatory Act of the 97th General Assembly, shall be
18renamed the State Educator Preparation and Licensure Board.
19References in law to the State Teacher Certification Board
20shall mean the State Educator Preparation and Licensure Board.
21The State Educator Preparation and Licensure Board shall
22consist of the State Superintendent of Education or a
23representative appointed by him or her, who shall be ex-officio
24chairperson, 5 administrative or faculty members of public or
25private colleges or universities located in this State, 3

1administrators and 10 classroom teachers employed in the public
2schools (5 of whom must be members of and nominated by a
3statewide professional teachers' organization and 5 of whom
4must be members of and nominated by a different statewide
5professional teachers' organization), and one regional
6superintendent of schools, all of whom shall be appointed by
7the State Board of Education; provided that at least one of the
8administrators and at least 3 of the classroom teachers so
9appointed must be employees of a school district that is
10subject to the provisions of Article 34 of this Code. A
11statewide professional teachers' organization and a different
12statewide professional teachers' organization shall submit to
13the State Board of Education for consideration at least 3 names
14of accomplished teachers for every one vacancy or expiring term
15in a classroom teacher position. The nominations submitted to
16the State Board of Education under this Section to fill a
17vacancy or an expiring term shall be advisory. Nomination for
18State Educator Preparation and Licensure Board members must be
19submitted to the State Board of Education within 30 days after
20the vacancy or vacancies occur. Nominations to fill an expiring
21term must be submitted to the State Board of Education at least
2230 days before the expiration of that term. Notwithstanding any
23other provisions of this Section, if a sufficient number of
24nominations are not received by the State Board of Education
25for a vacancy or expiring term within the 30-day period, then
26the State Board of Education may appoint any qualified person,

1in the same manner as the original appointment, to fill the
2vacancy or expiring term. The regular term of each member is 3
3years, and an individual may be appointed for no more than 2
4consecutive terms. The term of an appointed member of the State
5Educator Preparation and Licensure Board shall expire on June
630 of his or her final year.
7    (b) The State Board of Education shall appoint a secretary
8of the State Educator Preparation and Licensure Board.
9    (c) The State Educator Preparation and Licensure Board
10shall hold regular meetings at least quarterly and such other
11special meetings as may be necessary.
12    (d) The necessary expenses of the State Educator
13Preparation and Licensure Board shall be provided through the
14State Board of Education. The State Board of Education, in
15consultation with the State Educator Preparation and Licensure
16Board, may adopt such rules as may be necessary for the
17administration of this Article.
18    (e) (Blank). Individuals serving on the State Teacher
19Certification Board on June 30, 2011 under Section 21-13 of
20this Code shall continue to serve on the State Educator
21Preparation and Licensure Board until the scheduled expiration
22of their respective terms.

24    (105 ILCS 5/21B-20)
25    Sec. 21B-20. Types of licenses. The Before July 1, 2013,

1the State Board of Education shall implement a system of
2educator licensure, whereby individuals employed in school
3districts who are required to be licensed must have one of the
4following licenses: (i) a professional educator license; (ii)
5an a professional educator license with stipulations; or (iii)
6a substitute teaching license; or (iv) until June 30, 2023, a
7short-term substitute teaching license. References in law
8regarding individuals certified or certificated or required to
9be certified or certificated under Article 21 of this Code
10shall also include individuals licensed or required to be
11licensed under this Article. The first year of all licenses
12ends on June 30 following one full year of the license being
13issued.
14    The State Board of Education, in consultation with the
15State Educator Preparation and Licensure Board, may adopt such
16rules as may be necessary to govern the requirements for
17licenses and endorsements under this Section.
18        (1) Professional Educator License. Persons who (i)
19    have successfully completed an approved educator
20    preparation program and are recommended for licensure by
21    the Illinois institution offering the educator preparation
22    program, (ii) have successfully completed the required
23    testing under Section 21B-30 of this Code, (iii) have
24    successfully completed coursework on the psychology of,
25    the identification of, and the methods of instruction for
26    the exceptional child, including without limitation

1    children with learning disabilities, (iv) have
2    successfully completed coursework in methods of reading
3    and reading in the content area, and (v) have met all other
4    criteria established by rule of the State Board of
5    Education shall be issued a Professional Educator License.
6    All Professional Educator Licenses are valid until June 30
7    immediately following 5 years of the license being issued.
8    The Professional Educator License shall be endorsed with
9    specific areas and grade levels in which the individual is
10    eligible to practice.
11        Individuals can receive subsequent endorsements on the
12    Professional Educator License. Subsequent endorsements
13    shall require a minimum of 24 semester hours of coursework
14    in the endorsement area, unless otherwise specified by
15    rule, and passage of the applicable content area test,
16    unless otherwise specified by rule.
17        (2) Educator License with Stipulations. An Educator
18    License with Stipulations shall be issued an endorsement
19    that limits the license holder to one particular position
20    or does not require completion of an approved educator
21    program or both.
22        An individual with an Educator License with
23    Stipulations must not be employed by a school district or
24    any other entity to replace any presently employed teacher
25    who otherwise would not be replaced for any reason.
26        An Educator License with Stipulations may be issued

1    with the following endorsements:
2            (A) (Blank). Provisional educator. A provisional
3        educator endorsement in a specific content area or
4        areas on an Educator License with Stipulations may be
5        issued to an applicant who holds an educator license
6        from another state, U.S. territory, or foreign country
7        and who, at the time of applying for an Illinois
8        license, does not meet the minimum requirements under
9        Section 21B-35 of this Code, but does, at a minimum,
10        meet the following requirements:
11                (i) Holds the equivalent of a minimum of a
12            bachelor's degree, unless a master's degree is
13            required for the endorsement, from a regionally
14            accredited college or university or, for
15            individuals educated in a country other than the
16            United States, the equivalent of a minimum of a
17            bachelor's degree issued in the United States,
18            unless a master's degree is required for the
19            endorsement.
20                (ii) Has passed or passes a test of basic
21            skills and content area test prior to or within one
22            year after issuance of the provisional educator
23            endorsement on the Educator License with
24            Stipulations. If an individual who holds an
25            Educator License with Stipulations endorsed for
26            provisional educator has not passed a test of basic

1            skills and applicable content area test or tests
2            within one year after issuance of the endorsement,
3            the endorsement shall expire on June 30 following
4            one full year of the endorsement being issued. If
5            such an individual has passed the test of basic
6            skills and applicable content area test or tests
7            either prior to issuance of the endorsement or
8            within one year after issuance of the endorsement,
9            the endorsement is valid until June 30 immediately
10            following 2 years of the license being issued,
11            during which time any and all coursework
12            deficiencies must be met and any and all additional
13            testing deficiencies must be met.
14            In addition, a provisional educator endorsement
15        for principals or superintendents may be issued if the
16        individual meets the requirements set forth in
17        subdivisions (1) and (3) of subsection (b-5) of Section
18        21B-35 of this Code. Applicants who have not been
19        entitled by an Illinois-approved educator preparation
20        program at an Illinois institution of higher education
21        shall not receive a provisional educator endorsement
22        if the person completed an alternative licensure
23        program in another state, unless the program has been
24        determined to be equivalent to Illinois program
25        requirements.
26            Notwithstanding any other requirements of this

1        Section, a service member or spouse of a service member
2        may obtain a Professional Educator License with
3        Stipulations, and a provisional educator endorsement
4        in a specific content area or areas, if he or she holds
5        a valid teaching certificate or license in good
6        standing from another state, meets the qualifications
7        of educators outlined in Section 21B-15 of this Code,
8        and has not engaged in any misconduct that would
9        prohibit an individual from obtaining a license
10        pursuant to Illinois law, including without limitation
11        any administrative rules of the State Board of
12        Education.
13            In this Section, "service member" means any person
14        who, at the time of application under this Section, is
15        an active duty member of the United States Armed Forces
16        or any reserve component of the United States Armed
17        Forces or the National Guard of any state,
18        commonwealth, or territory of the United States or the
19        District of Columbia.
20            A provisional educator endorsement is valid until
21        June 30 immediately following 2 years of the license
22        being issued, provided that any remaining testing and
23        coursework deficiencies are met as set forth in this
24        Section. Failure to satisfy all stated deficiencies
25        shall mean the individual, including any service
26        member or spouse who has obtained a Professional

1        Educator License with Stipulations and a provisional
2        educator endorsement in a specific content area or
3        areas, is ineligible to receive a Professional
4        Educator License at that time. An Educator License with
5        Stipulations endorsed for provisional educator shall
6        not be renewed for individuals who hold an Educator
7        License with Stipulations and who have held a position
8        in a public school or non-public school recognized by
9        the State Board of Education.
10            (B) Alternative provisional educator. An
11        alternative provisional educator endorsement on an
12        Educator License with Stipulations may be issued to an
13        applicant who, at the time of applying for the
14        endorsement, has done all of the following:
15                (i) Graduated from a regionally accredited
16            college or university with a minimum of a
17            bachelor's degree.
18                (ii) Successfully completed the first phase of
19            the Alternative Educator Licensure Program for
20            Teachers, as described in Section 21B-50 of this
21            Code.
22                (iii) Passed a test of basic skills and content
23            area test, as required under Section 21B-30 of this
24            Code.
25        The alternative provisional educator endorsement is
26    valid for 2 years of teaching and may be renewed for a

1    third year by an individual meeting the requirements set
2    forth in Section 21B-50 of this Code.
3            (C) Alternative provisional superintendent. An
4        alternative provisional superintendent endorsement on
5        an Educator License with Stipulations entitles the
6        holder to serve only as a superintendent or assistant
7        superintendent in a school district's central office.
8        This endorsement may only be issued to an applicant
9        who, at the time of applying for the endorsement, has
10        done all of the following:
11                (i) Graduated from a regionally accredited
12            college or university with a minimum of a master's
13            degree in a management field other than education.
14                (ii) Been employed for a period of at least 5
15            years in a management level position in a field
16            other than education.
17                (iii) Successfully completed the first phase
18            of an alternative route to superintendent
19            endorsement program, as provided in Section 21B-55
20            of this Code.
21                (iv) Passed a test of basic skills and content
22            area tests required under Section 21B-30 of this
23            Code.
24            The endorsement is valid may be registered for 2
25        fiscal years in order to complete one full year of
26        serving as a superintendent or assistant

1        superintendent.
2            (D) (Blank). Resident teacher endorsement. A
3        resident teacher endorsement on an Educator License
4        with Stipulations may be issued to an applicant who, at
5        the time of applying for the endorsement, has done all
6        of the following:
7                (i) Graduated from a regionally accredited
8            institution of higher education with a minimum of a
9            bachelor's degree.
10                (ii) Enrolled in an approved Illinois educator
11            preparation program.
12                (iii) Passed a test of basic skills and content
13            area test, as required under Section 21B-30 of this
14            Code.
15            The resident teacher endorsement on an Educator
16        License with Stipulations is valid for 4 years of
17        teaching and shall not be renewed.
18            A resident teacher may teach only under the
19        direction of a licensed teacher, who shall act as the
20        resident mentor teacher, and may not teach in place of
21        a licensed teacher. A resident teacher endorsement on
22        an Educator License with Stipulations shall no longer
23        be valid after June 30, 2017.
24            (E) Career and technical educator. A career and
25        technical educator endorsement on an Educator License
26        with Stipulations may be issued to an applicant who has

1        a minimum of 60 semester hours of coursework from a
2        regionally accredited institution of higher education
3        or an accredited trade and technical institution and
4        has a minimum of 2,000 hours of experience outside of
5        education in each area to be taught.
6            The career and technical educator endorsement on
7        an Educator License with Stipulations is valid until
8        June 30 immediately following 5 years of the
9        endorsement being issued and may be renewed. For
10        individuals who were issued the career and technical
11        educator endorsement on an Educator License with
12        Stipulations on or after January 1, 2015, the license
13        may be renewed if the individual passes a test of basic
14        skills or test of work proficiency, as required under
15        Section 21B-30 of this Code.
16            An individual who holds a valid career and
17        technical educator endorsement on an Educator License
18        with Stipulations but does not hold a bachelor's degree
19        may substitute teach in career and technical education
20        classrooms.
21            (F) Part-time provisional career and technical
22        educator or provisional career and technical educator.
23        A part-time provisional career and technical educator
24        endorsement or a provisional career and technical
25        educator endorsement on an Educator License with
26        Stipulations may be issued to an applicant who has a

1        minimum of 8,000 hours of work experience in the skill
2        for which the applicant is seeking the endorsement. It
3        is the responsibility of each employing school board
4        and regional office of education to provide
5        verification, in writing, to the State Superintendent
6        of Education at the time the application is submitted
7        that no qualified teacher holding a Professional
8        Educator License or an Educator License with
9        Stipulations with a career and technical educator
10        endorsement is available and that actual circumstances
11        require such issuance.
12            The provisional career and technical educator
13        endorsement on an Educator License with Stipulations
14        is valid until June 30 immediately following 5 years of
15        the endorsement being issued and may be renewed for 5
16        years. For individuals who were issued the provisional
17        career and technical educator endorsement on an
18        Educator License with Stipulations on or after January
19        1, 2015, the license may be renewed if the individual
20        passes a test of basic skills or test of work
21        proficiency, as required under Section 21B-30 of this
22        Code.
23            A part-time provisional career and technical
24        educator endorsement on an Educator License with
25        Stipulations may be issued for teaching no more than 2
26        courses of study for grades 6 through 12. The part-time

1        provisional career and technical educator endorsement
2        on an Educator License with Stipulations is valid until
3        June 30 immediately following 5 years of the
4        endorsement being issued and may be renewed for 5 years
5        if the individual makes application for renewal.
6            An individual who holds a provisional or part-time
7        provisional career and technical educator endorsement
8        on an Educator License with Stipulations but does not
9        hold a bachelor's degree may substitute teach in career
10        and technical education classrooms.
11            (G) Transitional bilingual educator. A
12        transitional bilingual educator endorsement on an
13        Educator License with Stipulations may be issued for
14        the purpose of providing instruction in accordance
15        with Article 14C of this Code to an applicant who
16        provides satisfactory evidence that he or she meets all
17        of the following requirements:
18                (i) Possesses adequate speaking, reading, and
19            writing ability in the language other than English
20            in which transitional bilingual education is
21            offered.
22                (ii) Has the ability to successfully
23            communicate in English.
24                (iii) Either possessed, within 5 years
25            previous to his or her applying for a transitional
26            bilingual educator endorsement, a valid and

1            comparable teaching certificate or comparable
2            authorization issued by a foreign country or holds
3            a degree from an institution of higher learning in
4            a foreign country that the State Educator
5            Preparation and Licensure Board determines to be
6            the equivalent of a bachelor's degree from a
7            regionally accredited institution of higher
8            learning in the United States.
9            A transitional bilingual educator endorsement
10        shall be valid for prekindergarten through grade 12, is
11        valid until June 30 immediately following 5 years of
12        the endorsement being issued, and shall not be renewed.
13            Persons holding a transitional bilingual educator
14        endorsement shall not be employed to replace any
15        presently employed teacher who otherwise would not be
16        replaced for any reason.
17            (H) Language endorsement. In an effort to
18        alleviate the shortage of teachers speaking a language
19        other than English in the public schools, an individual
20        who holds an Educator License with Stipulations may
21        also apply for a language endorsement, provided that
22        the applicant provides satisfactory evidence that he
23        or she meets all of the following requirements:
24                (i) Holds a transitional bilingual
25            endorsement.
26                (ii) Has demonstrated proficiency in the

1            language for which the endorsement is to be issued
2            by passing the applicable language content test
3            required by the State Board of Education.
4                (iii) Holds a bachelor's degree or higher from
5            a regionally accredited institution of higher
6            education or, for individuals educated in a
7            country other than the United States, holds a
8            degree from an institution of higher learning in a
9            foreign country that the State Educator
10            Preparation and Licensure Board determines to be
11            the equivalent of a bachelor's degree from a
12            regionally accredited institution of higher
13            learning in the United States.
14                (iv) Has passed a test of basic skills, as
15            required under Section 21B-30 of this Code.
16            A language endorsement on an Educator License with
17        Stipulations is valid for prekindergarten through
18        grade 12 for the same validity period as the
19        individual's transitional bilingual educator
20        endorsement on the Educator License with Stipulations
21        and shall not be renewed.
22            (I) Visiting international educator. A visiting
23        international educator endorsement on an Educator
24        License with Stipulations may be issued to an
25        individual who is being recruited by a particular
26        school district that conducts formal recruitment

1        programs outside of the United States to secure the
2        services of qualified teachers and who meets all of the
3        following requirements:
4                (i) Holds the equivalent of a minimum of a
5            bachelor's degree issued in the United States.
6                (ii) Has been prepared as a teacher at the
7            grade level for which he or she will be employed.
8                (iii) Has adequate content knowledge in the
9            subject to be taught.
10                (iv) Has an adequate command of the English
11            language.
12            A holder of a visiting international educator
13        endorsement on an Educator License with Stipulations
14        shall be permitted to teach in bilingual education
15        programs in the language that was the medium of
16        instruction in his or her teacher preparation program,
17        provided that he or she passes the English Language
18        Proficiency Examination or another test of writing
19        skills in English identified by the State Board of
20        Education, in consultation with the State Educator
21        Preparation and Licensure Board.
22            A visiting international educator endorsement on
23        an Educator License with Stipulations is valid for 3
24        years and shall not be renewed.
25            (J) Paraprofessional educator. A paraprofessional
26        educator endorsement on an Educator License with

1        Stipulations may be issued to an applicant who holds a
2        high school diploma or its recognized equivalent and
3        either holds an associate's degree or a minimum of 60
4        semester hours of credit from a regionally accredited
5        institution of higher education or has passed a test of
6        basic skills required under Section 21B-30 of this
7        Code. The paraprofessional educator endorsement is
8        valid until June 30 immediately following 5 years of
9        the endorsement being issued and may be renewed through
10        application and payment of the appropriate fee, as
11        required under Section 21B-40 of this Code. An
12        individual who holds only a paraprofessional educator
13        endorsement is not subject to additional requirements
14        in order to renew the endorsement.
15            (K) Chief school business official. A chief school
16        business official endorsement on an Educator License
17        with Stipulations may be issued to an applicant who
18        qualifies by having a master's degree or higher, 2
19        years of full-time administrative experience in school
20        business management or 2 years of university-approved
21        practical experience, and a minimum of 24 semester
22        hours of graduate credit in a program approved by the
23        State Board of Education for the preparation of school
24        business administrators and by passage of the
25        applicable State tests, including a test of basic
26        skills and applicable content area test.

1            The chief school business official endorsement may
2        also be affixed to the Educator License with
3        Stipulations of any holder who qualifies by having a
4        master's degree in business administration, finance,
5        accounting, or public administration and who completes

7        business management from a regionally accredited
8        institution of higher education and passes the
9        applicable State tests, including a test of basic
10        skills and applicable content area test. This
11        endorsement shall be required for any individual
12        employed as a chief school business official.
13            The chief school business official endorsement on
14        an Educator License with Stipulations is valid until
15        June 30 immediately following 5 years of the
16        endorsement being issued and may be renewed if the
17        license holder completes renewal requirements as
18        required for individuals who hold a Professional
19        Educator License endorsed for chief school business
20        official under Section 21B-45 of this Code and such
21        rules as may be adopted by the State Board of
22        Education.
23            The State Board of Education shall adopt any rules
24        necessary to implement Public Act 100-288 this
25        amendatory Act of the 100th General Assembly.
26            (L) Provisional in-state educator. A provisional

1        in-state educator endorsement on an Educator License
2        with Stipulations may be issued to a candidate who has
3        completed an Illinois-approved educator preparation
4        program at an Illinois institution of higher education
5        and who has not successfully completed an
6        evidence-based assessment of teacher effectiveness but
7        who meets all of the following requirements:
8                (i) Holds at least a bachelor's degree.
9                (ii) Has completed an approved educator
10            preparation program at an Illinois institution.
11                (iii) Has passed a test of basic skills and
12            applicable content area test, as required by
13            Section 21B-30 of this Code.
14                (iv) Has attempted an evidence-based
15            assessment of teacher effectiveness and received a
16            minimum score on that assessment, as established
17            by the State Board of Education in consultation
18            with the State Educator Preparation and Licensure
19            Board.
20            A provisional in-state educator endorsement on an
21        Educator License with Stipulations is valid for one
22        full fiscal year after the date of issuance and may not
23        be renewed.
24            (M) School support personnel intern. A school
25        support personnel intern endorsement on an Educator
26        License with Stipulations may be issued as specified by

1        rule.
2            (N) Special education area. A special education
3        area endorsement on an Educator License with
4        Stipulations may be issued as defined and specified by
5        rule.
6        (3) Substitute Teaching License. A Substitute Teaching
7    License may be issued to qualified applicants for
8    substitute teaching in all grades of the public schools,
9    prekindergarten through grade 12. Substitute Teaching
10    Licenses are not eligible for endorsements. Applicants for
11    a Substitute Teaching License must hold a bachelor's degree
12    or higher from a regionally accredited institution of
13    higher education.
14        Substitute Teaching Licenses are valid for 5 years.
15        Substitute Teaching Licenses are valid for substitute
16    teaching in every county of this State. If an individual
17    has had his or her Professional Educator License or
18    Educator License with Stipulations suspended or revoked or
19    has not met the renewal requirements for licensure, then
20    that individual is not eligible to obtain a Substitute
21    Teaching License.
22        A substitute teacher may only teach in the place of a
23    licensed teacher who is under contract with the employing
24    board. If, however, there is no licensed teacher under
25    contract because of an emergency situation, then a district
26    may employ a substitute teacher for no longer than 30

1    calendar days per each vacant position in the district if
2    the district notifies the appropriate regional office of
3    education within 5 business days after the employment of
4    the substitute teacher in the emergency situation. An
5    emergency situation is one in which an unforeseen vacancy
6    has occurred and (i) a teacher is unable to fulfill his or
7    her contractual duties or (ii) teacher capacity needs of
8    the district exceed previous indications, and the district
9    is actively engaged in advertising to hire a fully licensed
10    teacher for the vacant position.
11        There is no limit on the number of days that a
12    substitute teacher may teach in a single school district,
13    provided that no substitute teacher may teach for longer
14    than 90 school days for any one licensed teacher under
15    contract in the same school year. A substitute teacher who
16    holds a Professional Educator License or Educator License
17    with Stipulations shall not teach for more than 120 school
18    days for any one licensed teacher under contract in the
19    same school year. The limitations in this paragraph (3) on
20    the number of days a substitute teacher may be employed do
21    not apply to any school district operating under Article 34
22    of this Code.
23        A school district may not require an individual who
24    holds a valid Professional Educator License or Educator
25    License with Stipulations to seek or hold a Substitute
26    Teaching License to teach as a substitute teacher.

1        (4) Short-Term Substitute Teaching License. Beginning
2    on July 1, 2018 and until June 30, 2023, the State Board of
3    Education may issue a Short-Term Substitute Teaching
4    License. A Short-Term Substitute Teaching License may be
5    issued to a qualified applicant for substitute teaching in
6    all grades of the public schools, prekindergarten through
7    grade 12. Short-Term Substitute Teaching Licenses are not
8    eligible for endorsements. Applicants for a Short-Term
9    Substitute Teaching License must hold an associate's
10    degree or have completed at least 60 credit hours from a
11    regionally accredited institution of higher education.
12        Short-Term Substitute Teaching Licenses are valid for
13    substitute teaching in every county of this State. If an
14    individual has had his or her Professional Educator License
15    or Educator License with Stipulations suspended or
16    revoked, then that individual is not eligible to obtain a
17    Short-Term Substitute Teaching License.
18        The provisions of Sections 10-21.9 and 34-18.5 of this
19    Code apply to short-term substitute teachers.
20        An individual holding a Short-Term Substitute Teaching
21    License may teach no more than 5 consecutive days per
22    licensed teacher who is under contract. For teacher
23    absences lasting 6 or more days per licensed teacher who is
24    under contract, a school district may not hire an
25    individual holding a Short-Term Substitute Teaching
26    License. An individual holding a Short-Term Substitute

10    Sec. 21B-25. Endorsement on licenses. All licenses issued
11under paragraph (1) of Section 21B-20 of this Code shall be
12specifically endorsed by the State Board of Education for each
13content area, school support area, and administrative area for
14which the holder of the license is qualified. Recognized
15institutions approved to offer educator preparation programs
16shall be trained to add endorsements to licenses issued to
17applicants who meet all of the requirements for the endorsement
18or endorsements, including passing any required tests. The
19State Superintendent of Education shall randomly audit
20institutions to ensure that all rules and standards are being
21followed for entitlement or when endorsements are being
22recommended.
23        (1) The State Board of Education, in consultation with
24    the State Educator Preparation and Licensure Board, shall
25    establish, by rule, the grade level and subject area

1    endorsements to be added to the Professional Educator
2    License. These rules shall outline the requirements for
3    obtaining each endorsement.
4        (2) In addition to any and all grade level and content
5    area endorsements developed by rule, the State Board of
6    Education, in consultation with the State Educator
7    Preparation and Licensure Board, shall develop the
8    requirements for the following endorsements:
9            (A) (Blank). General administrative endorsement. A
10        general administrative endorsement shall be added to a
11        Professional Educator License, provided that an
12        approved program has been completed. An individual
13        holding a general administrative endorsement may work
14        only as a principal or assistant principal or in a
15        related or similar position, as determined by the State
16        Superintendent of Education, in consultation with the
17        State Educator Preparation and Licensure Board.
18            Beginning on September 1, 2014, the general
19        administrative endorsement shall no longer be issued
20        except to individuals who completed all coursework
21        requirements for the receipt of the general
22        administrative endorsement by September 1, 2014, who
23        have completed all testing requirements by June 30,
24        2016, and who apply for the endorsement on or before
25        June 30, 2016. Individuals who hold a valid and
26        registered administrative certificate with a general

1        administrative endorsement issued under Section 21-7.1
2        of this Code or a Professional Educator License with a
3        general administrative endorsement issued prior to
4        September 1, 2014 and who have served for at least one

7        upon request to the State Board of Education and
8        through July 1, 2015, have their respective general
9        administrative endorsement converted to a principal
10        endorsement on the Professional Educator License.
11        Candidates shall not be admitted to an approved general
12        administrative preparation program after September 1,
13        2012.
14            All other individuals holding a valid and
15        registered administrative certificate with a general
16        administrative endorsement issued pursuant to Section
17        21-7.1 of this Code or a general administrative
18        endorsement on a Professional Educator License issued
19        prior to September 1, 2014 shall have the general
20        administrative endorsement converted to a principal
21        endorsement on a Professional Educator License upon
22        request to the State Board of Education and by
23        completing one of the following pathways:
24                (i) Passage of the State principal assessment
25            developed by the State Board of Education.
26                (ii) Through July 1, 2019, completion of an

1            Illinois Educators' Academy course designated by
2            the State Superintendent of Education.
3                (iii) Completion of a principal preparation
4            program established and approved pursuant to
5            Section 21B-60 of this Code and applicable rules.
6            Individuals who do not choose to convert the
7        general administrative endorsement on the
8        administrative certificate issued pursuant to Section
9        21-7.1 of this Code or on the Professional Educator
10        License shall continue to be able to serve in any
11        position previously allowed under paragraph (2) of
12        subsection (e) of Section 21-7.1 of this Code.
13            The general administrative endorsement on the
14        Professional Educator License is available only to
15        individuals who, prior to September 1, 2014, had such
16        an endorsement on the administrative certificate
17        issued pursuant to Section 21-7.1 of this Code or who
18        already have a Professional Educator License and have
19        completed a general administrative program and who do
20        not choose to convert the general administrative
21        endorsement to a principal endorsement pursuant to the
22        options in this Section.
23            (B) Principal endorsement. A principal endorsement
24        shall be affixed to a Professional Educator License of
25        any holder who qualifies by having all of the
26        following:

1                (i) Successful completion of a principal
2            preparation program approved in accordance with
3            Section 21B-60 of this Code and any applicable
4            rules.
5                (ii) At least 4 total years of teaching or 4
6            total years of working in the capacity of school
7            support personnel in an Illinois public school or
8            nonpublic school recognized by the State Board of
9            Education or in an out-of-state public school or
10            out-of-state nonpublic school meeting out-of-state
11            recognition standards comparable to those approved
12            by the State Superintendent of Education; however,
13            the State Board of Education, in consultation with
14            the State Educator Preparation and Licensure
15            Board, shall allow, by rules, for fewer than 4
16            years of experience based on meeting standards set
17            forth in such rules, including without limitation
18            a review of performance evaluations or other
19            evidence of demonstrated qualifications.
20                (iii) A master's degree or higher from a
21            regionally accredited college or university.
22            (C) Chief school business official endorsement. A
23        chief school business official endorsement shall be
24        affixed to the Professional Educator License of any
25        holder who qualifies by having a master's degree or
26        higher, 2 years of full-time administrative experience

19        endorsement shall be affixed to the Professional
20        Educator License of any holder who has completed a
21        program approved by the State Board of Education for
22        the preparation of superintendents of schools, has had
23        at least 2 years of experience employed full-time in a
24        general administrative position or as a full-time
25        principal, director of special education, or chief
26        school business official in the public schools or in a

1        State-recognized nonpublic school in which the chief
2        administrator is required to have the licensure
3        necessary to be a principal in a public school in this
4        State and where a majority of the teachers are required
5        to have the licensure necessary to be instructors in a
6        public school in this State, and has passed the
7        required State tests; or of any holder who has
8        completed a program that is not an Illinois-approved
9        educator preparation program at an Illinois
10        institution of higher education and that has
11        recognition standards comparable to those approved by
12        the State Superintendent of Education and holds the
13        general administrative, principal, or chief school
14        business official endorsement and who has had 2 years
15        of experience as a principal, director of special
16        education, or chief school business official while
17        holding a valid educator license or certificate
18        comparable in validity and educational and experience
19        requirements and has passed the appropriate State
20        tests, as provided in Section 21B-30 of this Code. The
21        superintendent endorsement shall allow individuals to
22        serve only as a superintendent or assistant
23        superintendent.
24            (E) Teacher leader endorsement. It shall be the
25        policy of this State to improve the quality of
26        instructional leaders by providing a career pathway

1        for teachers interested in serving in leadership
2        roles, but not as principals. The State Board of
3        Education, in consultation with the State Educator
4        Preparation and Licensure Board, may issue a teacher
5        leader endorsement under this subdivision (E). Persons
6        who meet and successfully complete the requirements of
7        the endorsement shall be issued a teacher leader
8        endorsement on the Professional Educator License for
9        serving in schools in this State. Teacher leaders may
10        qualify to serve in such positions as department
11        chairs, coaches, mentors, curriculum and instruction
12        leaders, or other leadership positions as defined by
13        the district. The endorsement shall be available to
14        those teachers who (i) hold a Professional Educator
15        License, (ii) hold a master's degree or higher from a
16        regionally accredited institution, (iii) have
17        completed a program of study that has been approved by
18        the State Board of Education, in consultation with the
19        State Educator Preparation and Licensure Board, and
20        (iv) have successfully demonstrated competencies as
21        defined by rule.
22            A teacher who meets the requirements set forth in
23        this Section and holds a teacher leader endorsement may
24        evaluate teachers pursuant to Section 24A-5 of this
25        Code, provided that the individual has completed the
26        evaluation component required by Section 24A-3 of this

1        Code and a teacher leader is allowed to evaluate
2        personnel under the respective school district's
3        collective bargaining agreement.
4            The State Board of Education, in consultation with
5        the State Educator Preparation and Licensure Board,
6        may adopt such rules as may be necessary to establish
7        and implement the teacher leader endorsement program
8        and to specify the positions for which this endorsement
9        shall be required.
10            (F) Special education endorsement. A special
11        education endorsement in one or more areas shall be
12        affixed to a Professional Educator License for any
13        individual that meets those requirements established
14        by the State Board of Education in rules. Special
15        education endorsement areas shall include without
16        limitation the following:
17                (i) Learning Behavior Specialist I;
18                (ii) Learning Behavior Specialist II;
19                (iii) Speech Language Pathologist;
20                (iv) Blind or Visually Impaired;
21                (v) Deaf-Hard of Hearing;
22                (vi) Early Childhood Special Education; and
23                (vii) Director of Special Education.
24        Notwithstanding anything in this Code to the contrary,
25        the State Board of Education, in consultation with the
26        State Educator Preparation and Licensure Board, may

1        add additional areas of special education by rule.
2            (G) School support personnel endorsement. School
3        support personnel endorsement areas shall include, but
4        are not limited to, school counselor, marriage and
5        family therapist, school psychologist, school speech
6        and language pathologist, school nurse, and school
7        social worker. This endorsement is for individuals who
8        are not teachers or administrators, but still require
9        licensure to work in an instructional support position
10        in a public or State-operated elementary school,
11        secondary school, or cooperative or joint agreement
12        with a governing body or board of control or a charter
13        school operating in compliance with the Charter
14        Schools Law. The school support personnel endorsement
15        shall be affixed to the Professional Educator License
16        and shall meet all of the requirements established in
17        any rules adopted to implement this subdivision (G).
18        The holder of such an endorsement is entitled to all of
19        the rights and privileges granted holders of any other
20        Professional Educator License, including teacher
21        benefits, compensation, and working conditions.
22            Beginning on January 1, 2014 and ending on April
23        30, 2014, a person holding a Professional Educator
24        License with a school speech and language pathologist
25        (teaching) endorsement may exchange his or her school
26        speech and language pathologist (teaching) endorsement

9    Sec. 21B-30. Educator testing.
10    (a) This Section applies beginning on July 1, 2012.
11    (b) The State Board of Education, in consultation with the
12State Educator Preparation and Licensure Board, shall design
13and implement a system of examinations, which shall be required
14prior to the issuance of educator licenses. These examinations
15and indicators must be based on national and State professional
16teaching standards, as determined by the State Board of
17Education, in consultation with the State Educator Preparation
18and Licensure Board. The State Board of Education may adopt
19such rules as may be necessary to implement and administer this
20Section.
21    (c) Except as otherwise provided in this Article,
22applicants Applicants seeking a Professional Educator License
23or an Educator License with Stipulations shall be required to
24pass a test of basic skills before the license is issued,
25unless the endorsement the individual is seeking does not

1require passage of the test. All applicants completing
2Illinois-approved, teacher education or school service
3personnel preparation programs shall be required to pass the
4State Board of Education's recognized test of basic skills
5prior to starting their student teaching or starting the final
6semester of their internship, unless required earlier at the
7discretion of the recognized, Illinois institution in which
8they are completing their approved program. An individual who
9passes a test of basic skills does not need to do so again for
10subsequent endorsements or other educator licenses.
11    (d) All applicants seeking a State license shall be
12required to pass a test of content area knowledge for each area
13of endorsement for which there is an applicable test. There
14shall be no exception to this requirement. No candidate shall
15be allowed to student teach or serve as the teacher of record
16until he or she has passed the applicable content area test.
17    (e) (Blank). and completing their student teaching
18experience no later than August 31, 2015 Prior to September 1,
192015, passage The APT shall be available through August 31,
202020.
21    (f) Except as otherwise provided in this Article, beginning
22on September 1, 2015, all candidates completing teacher
23preparation programs in this State and all candidates subject
24to Section 21B-35 of this Code are required to pass a teacher
25performance assessment an evidence-based assessment of teacher
26effectiveness approved by the State Board of Education, in

1consultation with the State Educator Preparation and Licensure
2Board. All recognized institutions offering approved teacher
3preparation programs must begin phasing in the approved teacher
4performance assessment no later than July 1, 2013.
5    (g) Tests of basic skills and content area knowledge and
6the teacher performance assessment assessment of professional
7teaching shall be the tests that from time to time are
8designated by the State Board of Education, in consultation
9with the State Educator Preparation and Licensure Board, and
10may be tests prepared by an educational testing organization or
11tests designed by the State Board of Education, in consultation
12with the State Educator Preparation and Licensure Board. The
13areas to be covered by a test of basic skills shall include
14reading, language arts, and mathematics. The test of content
15area knowledge shall assess content knowledge in a specific
16subject field. The tests must be designed to be racially
17neutral to ensure that no person taking the tests is
18discriminated against on the basis of race, color, national
19origin, or other factors unrelated to the person's ability to
20perform as a licensed employee. The score required to pass the
21tests shall be fixed by the State Board of Education, in
22consultation with the State Educator Preparation and Licensure
23Board. The tests shall be administered not fewer than 3 times a
24year at such time and place as may be designated by the State
25Board of Education, in consultation with the State Educator
26Preparation and Licensure Board.

1    The State Board shall implement a test or tests to assess
2the speaking, reading, writing, and grammar skills of
3applicants for an endorsement or a license issued under
4subdivision (G) of paragraph (2) of Section 21B-20 of this Code
5in the English language and in the language of the transitional
6bilingual education program requested by the applicant.
7    (h) Except as provided in Section 34-6 of this Code, the
8provisions of this Section shall apply equally in any school
9district subject to Article 34 of this Code.
10    (i) The rules developed to implement and enforce the
11testing requirements under this Section shall include without
12limitation provisions governing test selection, test
13validation and determination of a passing score,
14administration of the tests, frequency of administration,
15applicant fees, frequency of applicants taking the tests, the
16years for which a score is valid, and appropriate special
17accommodations. The State Board of Education shall develop such
18rules as may be needed to ensure uniformity from year to year
19in the level of difficulty for each form of an assessment.

8            (A) hold a comparable and valid educator license or
9        certificate, as defined by rule, with similar grade
10        level and content area credentials from another state,
11        with the State Board of Education having the authority
12        to determine what constitutes similar grade level and
13        content area credentials from another state; and
14            (B) have a bachelor's degree from a regionally
15        accredited institution of higher education; or
16        (2) the applicant must:
17            (A) have completed a state-approved program for
18        the licensure area sought, including coursework
19        concerning methods of instruction of the exceptional
20        child, methods of reading and reading in the content
21        area, and instructional strategies for English
22        learners;
23            (B) have a bachelor's degree from a regionally
24        accredited institution of higher education;
25            (C) have successfully met all Illinois examination
26        requirements, except that:

1                (i) an applicant who has successfully

9            is not required to complete a test of content; and
10                (iii) an applicant for a teaching endorsement
11            who has successfully completed an evidence-based
12            assessment of teacher effectiveness, as defined by
13            rules, at the time of initial licensure in another
14            state is not required to complete an
15            evidence-based assessment of teacher
16            effectiveness; and
17            (D) for an applicant for a teaching endorsement,
18        have completed student teaching or an equivalent
19        experience or, for an applicant for a school service
20        personnel endorsement, have completed an internship or
21        an equivalent experience. (1) Provide evidence of
22        completing a comparable state-approved educator
23        preparation program, as defined by the State
24        Superintendent of Education, or hold a comparable and
25        valid educator license or certificate with similar
26        grade level and subject matter credentials from

1        another state. The State Board of Education shall have
2        the authority to determine what constitutes similar
3        grade level and subject matter credentials from
4        another state. A comparable educator license or
5        certificate is one that demonstrates that the license
6        or certificate holder meets similar requirements as
7        candidates entitled by an Illinois-approved educator
8        preparation program in teaching or school support
9        personnel areas concerning coursework aligned to
10        standards concerning methods of instruction of the
11        exceptional child, methods of reading and reading in
12        the content area, and instructional strategies for
13        English learners. An applicant who holds a comparable
14        and valid educator license or certificate from another
15        state must submit verification to the State Board of
16        Education that the applicant has completed coursework
17        concerning methods of instruction of the exceptional
18        child, methods of reading and reading in the content
19        area, and instructional strategies for English
20        learners.
21        (2) Have a degree from a regionally accredited
22    institution of higher education.
23        (3) (Blank).

14        (7) For applicants for a teaching endorsement, have

18    If one or more of the criteria in this subsection (a) are
19not met, then applicants who have not been entitled by an
20Illinois-approved educator preparation program at an Illinois
21institution of higher education who hold a valid, comparable
22certificate from another state may qualify for a provisional
23educator endorsement on an Educator License with Stipulations,
24in accordance with Section 21B-20 of this Code.
25    (b) In order to receive a Professional Educator License
26endorsed in a teaching field or school support personnel area,

1applicants trained in another country must meet all of the
2following requirements:
3        (1) Have completed a comparable education program in
4    another country.
5        (2) Have had transcripts evaluated by an evaluation
6    service approved by the State Superintendent of Education.
7        (3) Have a degree comparable to a degree from a
8    regionally accredited institution of higher education.
9        (4) Have completed coursework aligned to standards
10    concerning methods of instruction of the exceptional
11    child, methods of reading and reading in the content area,
12    and instructional strategies for English learners.

15        (7) Have successfully met all State licensure
16    examination requirements. Applicants who have successfully

13credentials, with the State Board of Education having the
14authority to determine what constitutes similar grade level and
15subject matter credentials from another state, or must meet all
16of the following requirements:
17        (1) Have completed an educator preparation program
18    approved by another state or comparable educator program in
19    another country leading to the receipt of a license or
20    certificate for the Illinois endorsement sought.
21        (2) Have successfully met all State licensure
22    examination requirements, as required by Section 21B-30 of
23    this Code. Applicants who have successfully completed a
24    test of basic skills, as defined by rules, at the time of
25    initial licensure in another state or country shall not be
26    required to complete a test of basic skills. Applicants who

24valid educator license or certificate with similar grade level
25and subject matter credentials, with the State Board of

9    content, as identified by rules, at the time of initial
10    licensure in another state or country shall not be required
11    to complete a test of content.
12        (4) Have completed coursework aligned to standards
13    concerning methods of instruction of the exceptional
14    child, methods of reading and reading in the content area,
15    and instructional strategies for English learners.
16    A provisional educator endorsement to serve as Director of
17Special Education may be affixed to an Educator License with
18Stipulations in accordance with Section 21B-20 of this Code.
19    (b-10) All applicants who have not been entitled by an
20Illinois-approved educator preparation program at an Illinois
21institution of higher education applying for a Professional
22Educator License endorsed for chief school business official
23must hold a master's degree from a regionally accredited
24institution of higher education and must hold a comparable and
25valid educator license or certificate with similar grade level

3state, or must meet all of the following requirements:

7    school business management or have 2 years of experience as
8    a school business administrator.
9        (3) Have successfully met all State examination
10    requirements, as required by Section 21B-30 of this Code.
11    Applicants who have successfully completed a test of
12    content, as identified by rules, at the time of initial
13    licensure in another state or country shall not be required
14    to complete a test of content.
15        (4) Have completed modules aligned to standards
16    concerning methods of instruction of the exceptional
17    child, methods of reading and reading in the content area,
18    and instructional strategies for English learners.
19    A provisional educator endorsement to serve as a chief
20school business official may be affixed to an Educator License
21with Stipulations.
22    (c) The State Board of Education, in consultation with the
23State Educator Preparation and Licensure Board, may adopt such
24rules as may be necessary to implement this Section.

1    (105 ILCS 5/21B-40)
2    Sec. 21B-40. Fees.
3    (a) Beginning with the start of the new licensure system
4established pursuant to this Article, the following fees shall
5be charged to applicants:
6        (1) A $100 $75 application fee for a Professional
7    Educator License or an Educator License with Stipulations.
8    However, beginning on January 1, 2015, the application fee
9    for a Professional Educator License and Educator License
10    with Stipulations shall be $100.
11        (1.5) A $50 application fee for a Substitute Teaching
12    License. If the application for a Substitute Teaching
13    License is made and granted after July 1, 2017, the
14    licensee may apply for a refund of the application fee
15    within 18 months of issuance of the new license and shall
16    be issued that refund by the State Board of Education if
17    the licensee provides evidence to the State Board of
18    Education that the licensee has taught pursuant to the
19    Substitute Teaching License at least 10 full school days
20    within one year of issuance.
21        (1.7) A $25 application fee for a Short-Term Substitute
22    Teaching License. The Short-Term Substitute Teaching
23    License must be registered in at least one region in this
24    State, but does not require a registration fee. The
25    licensee may apply for a refund of the application fee

1    within 18 months of issuance of the new license and shall
2    be issued that refund by the State Board of Education if
3    the licensee provides evidence to the State Board of
4    Education that the licensee has taught pursuant to the
5    Short-Term Substitute Teaching License at least 10 full
6    school days within one year of issuance.
7        (2) A $150 application fee for individuals who have not
8    been entitled by an Illinois-approved educator preparation
9    program at an Illinois institution of higher education and
10    are seeking any of the licenses set forth in subdivision
11    (1) of this subsection (a).
12        (3) A $50 application fee for each endorsement or
13    approval an individual holding a license wishes to add to
14    that license.
15        (4) A $10 per year registration fee for the course of
16    the validity cycle to register the license, which shall be
17    paid to the regional office of education having supervision
18    and control over the school in which the individual holding
19    the license is to be employed. If the individual holding
20    the license is not yet employed, then the license may be
21    registered in any county in this State. The registration
22    fee must be paid in its entirety the first time the
23    individual registers the license for a particular validity
24    period in a single region. No additional fee may be charged
25    for that validity period should the individual
26    subsequently register the license in additional regions.

1    An individual must register the license (i) immediately
2    after initial issuance of the license and (ii) at the
3    beginning of each renewal cycle if the individual has
4    satisfied the renewal requirements required under this
5    Code.
6        Beginning on July 1, 2017, at the beginning of each
7    renewal cycle, individuals who hold a Substitute Teaching
8    License may apply for a reimbursement of the registration
9    fee within 18 months of renewal and shall be issued that
10    reimbursement by the State Board of Education from funds
11    appropriated for that purpose if the licensee provides
12    evidence to the State Board of Education that the licensee
13    has taught pursuant to the Substitute Teaching License at
14    least 10 full school days within one year of renewal.
15    (b) All application fees paid pursuant to subdivisions (1)
16through (3) of subsection (a) of this Section shall be
17deposited into the Teacher Certificate Fee Revolving Fund and
18shall be used, subject to appropriation, by the State Board of
19Education to provide the technology and human resources
20necessary for the timely and efficient processing of
21applications and for the renewal of licenses. Funds available
22from the Teacher Certificate Fee Revolving Fund may also be
23used by the State Board of Education to support the recruitment
24and retention of educators, to support educator preparation
25programs as they seek national accreditation, and to provide
26professional development aligned with the requirements set

1forth in Section 21B-45 of this Code. A majority of the funds
2in the Teacher Certificate Fee Revolving Fund must be dedicated
3to the timely and efficient processing of applications and for
4the renewal of licenses. The Teacher Certificate Fee Revolving
5Fund is not subject to administrative charge transfers,
6authorized under Section 8h of the State Finance Act, from the
7Teacher Certificate Fee Revolving Fund into any other fund of
8this State, and moneys in the Teacher Certificate Fee Revolving
9Fund shall not revert back to the General Revenue Fund at any
10time.
11    The regional superintendent of schools shall deposit the
12registration fees paid pursuant to subdivision (4) of
13subsection (a) of this Section into the institute fund
14established pursuant to Section 3-11 of this Code.
15    (c) The State Board of Education and each regional office
16of education are authorized to charge a service or convenience
17fee for the use of credit cards for the payment of license
18fees. This service or convenience fee shall not exceed the
19amount required by the credit card processing company or vendor
20that has entered into a contract with the State Board or
21regional office of education for this purpose, and the fee must
22be paid to that company or vendor.
23    (d) If, at the time a certificate issued under Article 21
24of this Code is exchanged for a license issued under this
25Article, a person has paid registration fees for any years of
26the validity period of the certificate and these years have not

1expired when the certificate is exchanged, then those fees must
2be applied to the registration of the new license.

5    (105 ILCS 5/21B-45)
6    Sec. 21B-45. Professional Educator License renewal.
7    (a) Individuals holding a Professional Educator License
8are required to complete the licensure renewal requirements as
9specified in this Section, unless otherwise provided in this
10Code.
11    Individuals holding a Professional Educator License shall
12meet the renewal requirements set forth in this Section, unless
13otherwise provided in this Code. If an individual holds a
14license endorsed in more than one area that has different
15renewal requirements, that individual shall follow the renewal
16requirements for the position for which he or she spends the
17majority of his or her time working.
18    (b) All Professional Educator Licenses not renewed as
19provided in this Section shall lapse on September 1 of that
20year. Notwithstanding any other provisions of this Section, if
21a license holder's electronic mail address is available, the
22State Board of Education shall send him or her notification
23electronically that his or her license will lapse if not
24renewed, to be sent no more than 6 months prior to the license
25lapsing. Lapsed licenses may be immediately reinstated upon (i)

1payment by the applicant of a $500 penalty to the State Board
2of Education or (ii) the demonstration of proficiency by
3completing 9 semester hours of coursework from a regionally
4accredited institution of higher education in the content area
5that most aligns with one or more of the educator's endorsement
6areas. Any and all back fees, including without limitation
7registration fees owed from the time of expiration of the
8license until the date of reinstatement, shall be paid and kept
9in accordance with the provisions in Article 3 of this Code
10concerning an institute fund and the provisions in Article 21B
11of this Code concerning fees and requirements for registration.
12Licenses not registered in accordance with Section 21B-40 of
13this Code shall lapse after a period of 6 months from the
14expiration of the last year of registration or on January 1 of
15the fiscal year following initial issuance of the license. An
16unregistered license is invalid after September 1 for
17employment and performance of services in an Illinois public or
18State-operated school or cooperative and in a charter school.
19Any license or endorsement may be voluntarily surrendered by
20the license holder. A voluntarily surrendered license, except a
21substitute teaching license issued under Section 21B-20 of this
22Code, shall be treated as a revoked license. An Educator
23License with Stipulations with only a paraprofessional
24endorsement does not lapse.
25    (c) From July 1, 2013 through June 30, 2014, in order to
26satisfy the requirements for licensure renewal provided for in

1this Section, each professional educator licensee with an
2administrative endorsement who is working in a position
3requiring such endorsement shall complete one Illinois
4Administrators' Academy course, as described in Article 2 of
5this Code, per fiscal year.
6    (d) Beginning July 1, 2014, in order to satisfy the
7requirements for licensure renewal provided for in this
8Section, each professional educator licensee may create a
9professional development plan each year. The plan shall address
10one or more of the endorsements that are required of his or her
11educator position if the licensee is employed and performing
12services in an Illinois public or State-operated school or
13cooperative. If the licensee is employed in a charter school,
14the plan shall address that endorsement or those endorsements
15most closely related to his or her educator position. Licensees
16employed and performing services in any other Illinois schools
17may participate in the renewal requirements by adhering to the
18same process.
19    Except as otherwise provided in this Section, the
20licensee's professional development activities shall align
21with one or more of the following criteria:
22        (1) activities are of a type that engage participants
23    over a sustained period of time allowing for analysis,
24    discovery, and application as they relate to student
25    learning, social or emotional achievement, or well-being;
26        (2) professional development aligns to the licensee's

1    performance;
2        (3) outcomes for the activities must relate to student
3    growth or district improvement;
4        (4) activities align to State-approved standards; and
5        (5) higher education coursework.
6    (e) For each renewal cycle, each professional educator
7licensee shall engage in professional development activities.
8Prior to renewal, the licensee shall enter electronically into
9the Educator Licensure Information System (ELIS) the name,
10date, and location of the activity, the number of professional
11development hours, and the provider's name. The following
12provisions shall apply concerning professional development
13activities:
14        (1) Each licensee shall complete a total of 120 hours
15    of professional development per 5-year renewal cycle in
16    order to renew the license, except as otherwise provided in
17    this Section.
18        (2) Beginning with his or her first full 5-year cycle,
19    any licensee with an administrative endorsement who is not
20    working in a position requiring such endorsement is not
21    required to complete Illinois Administrators' Academy
22    courses, as described in Article 2 of this Code. Such
23    licensees must complete one Illinois Administrators'
24    Academy course within one year after returning to a
25    position that requires the administrative endorsement.
26        (3) Any licensee with an administrative endorsement

1    who is working in a position requiring such endorsement or
2    an individual with a Teacher Leader endorsement serving in
3    an administrative capacity at least 50% of the day shall
4    complete one Illinois Administrators' Academy course, as
5    described in Article 2 of this Code, each fiscal year in
6    addition to 100 hours of professional development per
7    5-year renewal cycle in accordance with this Code.
8        (4) Any licensee holding a current National Board for
9    Professional Teaching Standards (NBPTS) master teacher
10    designation shall complete a total of 60 hours of
11    professional development per 5-year renewal cycle in order
12    to renew the license.
13        (5) Licensees working in a position that does not
14    require educator licensure or working in a position for
15    less than 50% for any particular year are considered to be
16    exempt and shall be required to pay only the registration
17    fee in order to renew and maintain the validity of the
18    license.
19        (6) Licensees who are retired and qualify for benefits
20    from a State of Illinois retirement system shall notify the
21    State Board of Education using ELIS, and the license shall
22    be maintained in retired status. For any renewal cycle in
23    which a licensee retires during the renewal cycle, the
24    licensee must complete professional development activities
25    on a prorated basis depending on the number of years during
26    the renewal cycle the educator held an active license. If a

1    licensee retires during a renewal cycle, the licensee must
2    notify the State Board of Education using ELIS that the
3    licensee wishes to maintain the license in retired status
4    and must show proof of completion of professional
5    development activities on a prorated basis for all years of
6    that renewal cycle for which the license was active. An
7    individual with a license in retired status shall not be
8    required to complete professional development activities
9    or pay registration fees until returning to a position that
10    requires educator licensure. Upon returning to work in a
11    position that requires the Professional Educator License,
12    the licensee shall immediately pay a registration fee and
13    complete renewal requirements for that year. A license in
14    retired status cannot lapse. Beginning on January 6, 2017
15    (the effective date of Public Act 99-920) through December
16    31, 2017, any licensee who has retired and whose license
17    has lapsed for failure to renew as provided in this Section
18    may reinstate that license and maintain it in retired
19    status upon providing proof to the State Board of Education
20    using ELIS that the licensee is retired and is not working
21    in a position that requires a Professional Educator
22    License.
23        (7) For any renewal cycle in which professional
24    development hours were required, but not fulfilled, the
25    licensee shall complete any missed hours to total the
26    minimum professional development hours required in this

1    Section prior to September 1 of that year. Professional
2    development hours used to fulfill the minimum required
3    hours for a renewal cycle may be used for only one renewal
4    cycle. For any fiscal year or renewal cycle in which an
5    Illinois Administrators' Academy course was required but
6    not completed, the licensee shall complete any missed
7    Illinois Administrators' Academy courses prior to
8    September 1 of that year. The licensee may complete all
9    deficient hours and Illinois Administrators' Academy
10    courses while continuing to work in a position that
11    requires that license until September 1 of that year.
12        (8) Any licensee who has not fulfilled the professional
13    development renewal requirements set forth in this Section
14    at the end of any 5-year renewal cycle is ineligible to
15    register his or her license and may submit an appeal to the
16    State Superintendent of Education for reinstatement of the
17    license.
18        (9) If professional development opportunities were
19    unavailable to a licensee, proof that opportunities were
20    unavailable and request for an extension of time beyond
21    August 31 to complete the renewal requirements may be
22    submitted from April 1 through June 30 of that year to the
23    State Educator Preparation and Licensure Board. If an
24    extension is approved, the license shall remain valid
25    during the extension period.
26        (10) Individuals who hold exempt licenses prior to

1    December 27, 2013 (the effective date of Public Act 98-610)
2    shall commence the annual renewal process with the first
3    scheduled registration due after December 27, 2013 (the
4    effective date of Public Act 98-610).
5        (11) Notwithstanding any other provision of this
6    subsection (e), if a licensee earns more than the required
7    number of professional development hours during a renewal
8    cycle, then the licensee may carry over any hours earned
9    from April 1 through June 30 of the last year of the
10    renewal cycle. Any hours carried over in this manner must
11    be applied to the next renewal cycle. Illinois
12    Administrators' Academy courses or hours earned in those
13    courses may not be carried over.
14    (f) At the time of renewal, each licensee shall respond to
15the required questions under penalty of perjury.
16    (g) The following entities shall be designated as approved
17to provide professional development activities for the renewal
18of Professional Educator Licenses:
19        (1) The State Board of Education.
20        (2) Regional offices of education and intermediate
21    service centers.
22        (3) Illinois professional associations representing
23    the following groups that are approved by the State
24    Superintendent of Education:
25            (A) school administrators;
26            (B) principals;

1            (C) school business officials;
2            (D) teachers, including special education
3        teachers;
4            (E) school boards;
5            (F) school districts;
6            (G) parents; and
7            (H) school service personnel.
8        (4) Regionally accredited institutions of higher
9    education that offer Illinois-approved educator
10    preparation programs and public community colleges subject
11    to the Public Community College Act.
12        (5) Illinois public school districts, charter schools
13    authorized under Article 27A of this Code, and joint
14    educational programs authorized under Article 10 of this
15    Code for the purposes of providing career and technical
16    education or special education services.
17        (6) A not-for-profit organization that, as of December
18    31, 2014 (the effective date of Public Act 98-1147), has
19    had or has a grant from or a contract with the State Board
20    of Education to provide professional development services
21    in the area of English Learning to Illinois school
22    districts, teachers, or administrators.
23        (7) State agencies, State boards, and State

25        (8) Museums as defined in Section 10 of the Museum
26    Disposition of Property Act.

1    (h) Approved providers under subsection (g) of this Section
2shall make available professional development opportunities
3that satisfy at least one of the following:
4        (1) increase the knowledge and skills of school and
5    district leaders who guide continuous professional
6    development;
7        (2) improve the learning of students;
8        (3) organize adults into learning communities whose
9    goals are aligned with those of the school and district;
10        (4) deepen educator's content knowledge;
11        (5) provide educators with research-based
12    instructional strategies to assist students in meeting
13    rigorous academic standards;
14        (6) prepare educators to appropriately use various
15    types of classroom assessments;
16        (7) use learning strategies appropriate to the
17    intended goals;
18        (8) provide educators with the knowledge and skills to
19    collaborate; or
20        (9) prepare educators to apply research to
21    decision-making.
22    (i) Approved providers under subsection (g) of this Section
23shall do the following:
24        (1) align professional development activities to the
25    State-approved national standards for professional
26    learning;

1        (2) meet the professional development criteria for
2    Illinois licensure renewal;
3        (3) produce a rationale for the activity that explains
4    how it aligns to State standards and identify the
5    assessment for determining the expected impact on student
6    learning or school improvement;
7        (4) maintain original documentation for completion of
8    activities; and
9        (5) provide license holders with evidence of
10    completion of activities; and .
11        (6) request an Illinois Educator Identification Number
12    (IEIN) for each educator during each professional
13    development activity.
14    (j) The State Board of Education shall conduct annual
15audits of a subset of approved providers, except for school
16districts, which shall be audited by regional offices of
17education and intermediate service centers. The State Board of
18Education shall ensure that each approved provider, except for
19a school district, is audited at least once every 5 years. The
20State Board of Education may conduct more frequent audits of
21providers if evidence suggests the requirements of this Section
22or administrative rules are not being met. Each approved
23provider, except for school districts, that is audited by a
24regional office of education or intermediate service center
25must be audited at least once every 5 years. The State Board of
26Education shall complete random audits of licensees.

1        (1) (Blank). Approved providers shall annually submit
2    to the State Board of Education a list of subcontractors
3    used for delivery of professional development activities
4    for which renewal credit was issued and other information
5    as defined by rule.
6        (2) Approved providers shall comply with the
7    requirements in subsections (h) and (i) of this Section by
8    annually submitting submit data to the State Board of
9    Education demonstrating how the professional development
10    activities impacted one or more of the following:
11            (A) educator and student growth in regards to
12        content knowledge or skills, or both;
13            (B) educator and student social and emotional
14        growth; or
15            (C) alignment to district or school improvement
16        plans.
17        (3) The State Superintendent of Education shall review
18    the annual data collected by the State Board of Education,
19    regional offices of education, and intermediate service
20    centers in audits to determine if the approved provider has
21    met the criteria and should continue to be an approved
22    provider or if further action should be taken as provided
23    in rules.
24    (k) Registration fees shall be paid for the next renewal
25cycle between April 1 and June 30 in the last year of each
265-year renewal cycle using ELIS. If all required professional

1development hours for the renewal cycle have been completed and
2entered by the licensee, the licensee shall pay the
3registration fees for the next cycle using a form of credit or
4debit card.
5    (l) Any professional educator licensee endorsed for school
6support personnel who is employed and performing services in
7Illinois public schools and who holds an active and current
8professional license issued by the Department of Financial and
9Professional Regulation or a national certification board, as
10approved by the State Board of Education, related to the
11endorsement areas on the Professional Educator License shall be
12deemed to have satisfied the continuing professional
13development requirements provided for in this Section. Such
14individuals shall be required to pay only registration fees to
15renew the Professional Educator License. An individual who does
16not hold a license issued by the Department of Financial and
17Professional Regulation shall complete professional
18development requirements for the renewal of a Professional
19Educator License provided for in this Section.
20    (m) Appeals to the State Educator Preparation and Licensure
21Board must be made within 30 days after receipt of notice from
22the State Superintendent of Education that a license will not
23be renewed based upon failure to complete the requirements of
24this Section. A licensee may appeal that decision to the State
25Educator Preparation and Licensure Board in a manner prescribed
26by rule.

1        (1) Each appeal shall state the reasons why the State
2    Superintendent's decision should be reversed and shall be
3    sent by certified mail, return receipt requested, to the
4    State Board of Education.
5        (2) The State Educator Preparation and Licensure Board
6    shall review each appeal regarding renewal of a license
7    within 90 days after receiving the appeal in order to
8    determine whether the licensee has met the requirements of
9    this Section. The State Educator Preparation and Licensure
10    Board may hold an appeal hearing or may make its
11    determination based upon the record of review, which shall
12    consist of the following:
13            (A) the regional superintendent of education's
14        rationale for recommending nonrenewal of the license,
15        if applicable;
16            (B) any evidence submitted to the State
17        Superintendent along with the individual's electronic
18        statement of assurance for renewal; and
19            (C) the State Superintendent's rationale for
20        nonrenewal of the license.
21        (3) The State Educator Preparation and Licensure Board
22    shall notify the licensee of its decision regarding license
23    renewal by certified mail, return receipt requested, no
24    later than 30 days after reaching a decision. Upon receipt
25    of notification of renewal, the licensee, using ELIS, shall
26    pay the applicable registration fee for the next cycle

1    using a form of credit or debit card.
2    (n) The State Board of Education may adopt rules as may be
3necessary to implement this Section.

7    (105 ILCS 5/21B-50)
8    Sec. 21B-50. Alternative educator licensure program.
9    (a) There is established an alternative educator licensure
10program, to be known as the Alternative Educator Licensure
11Program for Teachers.
12    (b) Beginning on January 1, 2013, the Alternative Educator
13Licensure Program for Teachers may be offered by a recognized
14institution approved to offer educator preparation programs by
15the State Board of Education, in consultation with the State
16Educator Preparation and Licensure Board.
17    The program shall be comprised of 4 phases:
18        (1) A course of study that at a minimum includes
19    instructional planning; instructional strategies,
20    including special education, reading, and English language
21    learning; classroom management; and the assessment of
22    students and use of data to drive instruction.
23        (2) A year of residency, which is a candidate's
24    assignment to a full-time teaching position or as a
25    co-teacher for one full school year. An individual must

1    hold an Educator License with Stipulations with an
2    alternative provisional educator endorsement in order to
3    enter the residency and must complete additional program
4    requirements that address required State and national
5    standards, pass the assessment of professional teaching
6    before entering the second residency year, as required
7    under phase (3) of this subsection (b), and be recommended
8    by the principal and program coordinator to continue with
9    the second year of the residency.
10        (3) A second year of residency, which shall include the
11    candidate's assignment to a full-time teaching position
12    for one school year. The candidate must be assigned an
13    experienced teacher to act as a mentor and coach the
14    candidate through the second year of residency.
15        (4) A comprehensive assessment of the candidate's
16    teaching effectiveness, as evaluated by the principal and
17    the program coordinator, at the end of the second year of
18    residency. If there is disagreement between the 2
19    evaluators about the candidate's teaching effectiveness,
20    the candidate may complete one additional year of residency
21    teaching under a professional development plan developed
22    by the principal and preparation program. At the completion
23    of the third year, a candidate must have positive
24    evaluations and a recommendation for full licensure from
25    both the principal and the program coordinator or no
26    Professional Educator License shall be issued.

1    Successful completion of the program shall be deemed to
2satisfy any other practice or student teaching and content
3matter requirements established by law.
4    (c) An alternative provisional educator endorsement on an
5Educator License with Stipulations is valid for 2 years of
6teaching in the public schools, including without limitation a
7charter school, or in a State-recognized nonpublic school in
8which the chief administrator is required to have the licensure
9necessary to be a principal in a public school in this State
10and in which a majority of the teachers are required to have
11the licensure necessary to be instructors in a public school in
12this State, but may be renewed for a third year if needed to
13complete the Alternative Educator Licensure Program for
14Teachers. The endorsement shall be issued only once to an
15individual who meets all of the following requirements:
16        (1) Has graduated from a regionally accredited college
17    or university with a bachelor's degree or higher.
18        (2) Has a cumulative grade point average of 3.0 or
19    greater on a 4.0 scale or its equivalent on another scale.
20        (3) Has completed a major in the content area if
21    seeking a middle or secondary level endorsement or, if
22    seeking an early childhood, elementary, or special
23    education endorsement, has completed a major in the content
24    area of reading, English/language arts, mathematics, or
25    one of the sciences. If the individual does not have a
26    major in a content area for any level of teaching, he or

1    she must submit transcripts to the State Board
2    Superintendent of Education to be reviewed for
3    equivalency.
4        (4) Has successfully completed phase (1) of subsection
5    (b) of this Section.
6        (5) Has passed a test of basic skills and content area
7    test required for the specific endorsement for admission
8    into the program, as required under Section 21B-30 of this
9    Code.
10    A candidate possessing the alternative provisional
11educator endorsement may receive a salary, benefits, and any
12other terms of employment offered to teachers in the school who
13are members of an exclusive bargaining representative, if any,
14but a school is not required to provide these benefits during
15the years of residency if the candidate is serving only as a
16co-teacher. If the candidate is serving as the teacher of
17record, the candidate must receive a salary, benefits, and any
18other terms of employment. Residency experiences must not be
19counted towards tenure.
20    (d) The recognized institution offering the Alternative
21Educator Licensure Program for Teachers must partner with a
22school district, including without limitation a charter
23school, or a State-recognized, nonpublic school in this State
24in which the chief administrator is required to have the
25licensure necessary to be a principal in a public school in
26this State and in which a majority of the teachers are required

1to have the licensure necessary to be instructors in a public
2school in this State. The program presented for approval by the
3State Board of Education must demonstrate the supports that are
4to be provided to assist the provisional teacher during the
52-year residency period. These supports must provide
6additional contact hours with mentors during the first year of
7residency.
8    (e) Upon completion of the 4 phases outlined in subsection
9(b) of this Section and all assessments required under Section
1021B-30 of this Code, an individual shall receive a Professional
11Educator License.
12    (f) The State Board of Education, in consultation with the
13State Educator Preparation and Licensure Board, may adopt such
14rules as may be necessary to establish and implement the
15Alternative Educator Licensure Program for Teachers.

17    (105 ILCS 5/21B-55)
18    Sec. 21B-55. Alternative route to superintendent
19endorsement.
20    (a) The State Board of Education, in consultation with the
21State Educator Preparation and Licensure Board, may approve
22programs designed to provide an alternative route to
23superintendent endorsement on a Professional Educator License.
24    (b) Entities offering an alternative route to
25superintendent endorsement program must have the program

1approved by the State Board of Education, in consultation with
2the State Educator Preparation and Licensure Board.
3    (c) All programs approved under this Section shall be
4comprised of the following 3 phases:
5        (1) A course of study offered on an intensive basis in
6    education management, governance, organization, and
7    instructional and district planning.
8        (2) The person's assignment to a full-time position for
9    one school year as a superintendent.
10        (3) A comprehensive assessment of the person's
11    performance by school officials and a recommendation to the
12    State Board Superintendent of Education that the person be
13    issued a superintendent endorsement on a Professional
14    Educator License.
15    (d) In order to be admitted to an alternative route to
16superintendent endorsement program, a candidate shall pass a
17test of basic skills, as required under Section 21B-30 of this
18Code. In order to serve as a superintendent under phase (2) of
19subsection (c) of this Section, an individual must be issued an
20alternative provisional superintendent endorsement on an
21Educator License with Stipulations, to be valid for only one
22year of serving as a superintendent. In order to receive the
23provisional alternative superintendent endorsement under this
24Section, an individual must meet all of the following
25requirements:
26        (1) Have graduated from a regionally accredited

1    college or university with a minimum of a master's degree
2    in a management field other than education.
3        (2) Have been employed for a period of at least 5 years
4    in a management level position other than education.
5        (3) Have successfully completed phase (1) of
6    subsection (c) of this Section.
7        (4) Have passed a test of basic skills and a content
8    area test for admission into the program, as examinations
9    required by Section 21B-30 of this Code.
10    (e) Successful completion of an alternative route to
11superintendent endorsement program shall be deemed to satisfy
12any other supervisory, administrative, or management
13experience requirements established by law, and, once
14completed, an individual shall be eligible for a superintendent
15endorsement on a Professional Educator License.
16    (f) The State Board of Education, in consultation with the
17State Educator Preparation and Licensure Board, may adopt such
18rules as may be needed to establish and implement these
19alternative route to superintendent endorsement programs.

21    (105 ILCS 5/21B-105)
22    Sec. 21B-105. Granting of recognition; regional
23accreditation; definitions.
24    (a) "Recognized", as used in this Article in connection
25with the word "school" or "institution", means such college,

1university, or for-profit or not-for-profit entity that meets
2requirements set by the State Board of Education, in
3consultation with the State Educator Preparation and Licensure
4Board. Application for recognition of the school or institution
5as an educator preparation institution must be made to the
6State Board of Education. The State Board of Education, in
7consultation with the State Educator Preparation and Licensure
8Board, shall set the criteria by which the school or
9institution is to be judged and, through the secretary of the
10State Board, arrange for an official inspection and shall grant
11recognition of such school or institution as may meet the
12required standards. If the standards include requirements with
13regard to education in acquiring skills in working with
14culturally distinctive students, as defined by the State Board
15of Education, then the rules of the State Board of Education
16shall include the criteria used to evaluate compliance with
17this requirement. No school or institution may make assignments
18of student teachers or teachers for practice teaching so as to
19promote segregation on the basis of race, creed, color,
20religion, sex, or national origin.
21    Any for-profit or not-for-profit entity must also be
22approved by the Board of Higher Education.
23    All recommendations or entitlements for educator licensure
24shall be made by a recognized institution operating a program
25of preparation for the license that is approved by the State
26Board Superintendent of Education, in consultation with the

1State Educator Preparation and Licensure Board. The State Board
2of Education, in consultation with the State Educator
3Preparation and Licensure Board, shall have the power to define
4a major or minor when used as a basis for recognition and
5licensure purposes.
6    (b) "Regionally accredited", or "accredited", as used in
7this Article in connection with a university or institution,
8means an institution of higher education accredited by the
9North Central Association or other comparable regional
10accrediting association.

12    (105 ILCS 5/34-18.60 new)
13    Sec. 34-18.60. Short-term substitute teacher training.
14    (a) The board shall, in collaboration with its teachers or,
15if applicable, the exclusive bargaining representative of its
16teachers, jointly develop a short-term substitute teacher
17training program that provides individuals who hold a
18Short-Term Substitute Teaching License under Section 21B-20 of
19this Code with information on curriculum, classroom management
20techniques, school safety, and district and building
21operations. The State Board of Education may develop a model
22short-term substitute teacher training program for use by the
23board under this subsection (a) if the board and its teachers
24or, if applicable, the exclusive bargaining representative of
25its teachers agree to use the State Board's model. If the board

1has a substitute teacher training program in place before the
2effective date of this amendatory Act of the 100th General
3Assembly, it may utilize that program to satisfy the
4requirements of this subsection (a).
5    (b) Nothing in this Section prohibits the board from
6offering substitute training to substitute teachers licensed
7under paragraph (3) of Section 21B-20 of this Code or to
8substitute teachers holding a Professional Educator License.
9    (c) This Section is repealed on July 1, 2023.
 
10    Section 99. Effective date. This Act takes effect July 1,
112018.".
