AMENDMENT TO SENATE BILL 421

2    AMENDMENT NO. ______. Amend Senate Bill 421 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Airport Authorities Act is amended by
5changing Section 8.14 and by adding Section 8.12a as follows:
 
6    (70 ILCS 5/8.12a new)
7    Sec. 8.12a. Drones. To regulate the movement of drones, as
8defined in Section 5 of the Freedom from Drone Surveillance
9Act, upon the surface of any public airport or in the air above
10the incorporated territory of the authority.
 
11    (70 ILCS 5/8.14)  (from Ch. 15 1/2, par. 68.8-14)
12    Sec. 8.14. Rules and regulations adopted under and in
13pursuance of the powers granted by Sections 8.10, 8.11, and
148.12, and 8.12a must be contained in an ordinance which shall
15be placed on file in the office of the Authority in typewritten

1or printed form for public inspection not less than 15 days
2before adoption. Such ordinance may prescribe such fines as the
3Board of Commissioners deems appropriate of not less than $1
4nor more than $200, or not less than $100 nor more than $1,000
5for violations concerning the movement of drones, upon
6conviction for each offense, and may provide that, in case of
7continuing violation of any such rule or regulation, each
8calendar day that such violation continues constitutes a
9separate offense.
10    Notice of the filing of and public hearing upon any
11ordinance prescribing fines or penalties and of the date and
12time for its being publicly heard shall be published one time
13in a newspaper generally circulated within the Authority not
14more than 30 nor less than 15 days prior to the date of such
15hearing. Such ordinance may be amended at the public hearing
16and may be later amended where no new rule or regulation is
17adopted or existing fine or penalty modified, without
18pre-filing or publication of notice prior to the adoption of
19the amendatory ordinance. After adoption, typewritten or
20printed copies of each ordinance of an authority which
21prescribes fines or penalties shall be made available at the
22office of the authority for distribution upon request.
23    All fines, when collected, for violations of any such
24ordinance of an authority shall be paid into its treasury.
