AMENDMENT TO SENATE BILL 2493

2    AMENDMENT NO. ______. Amend Senate Bill 2493 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Act is amended by
5adding Section 12.10 as follows:
 
6    (110 ILCS 305/12.10 new)
7    Sec. 12.10. Supplemental deer food; study. The University
8of Illinois Prairie Research Institute shall, subject to
9appropriation and in consultation with the Department of
10Natural Resources and the University of Illinois College of
11Veterinary Medicine, conduct a study for a period of at least 5
12years on the health and social effects of supplemental deer
13feeding on the wild deer population outside of any Illinois
14deer hunting season and whether supplemental deer feeding
15affects the risk of disease transmission in the deer
16population. Supplemental deer feeding may not occur during the

1initial year of the study. For each subsequent year of the
2study, supplemental deer feeding may occur from February 1 to
3August 15 of that year. For the purpose of this study,
4supplemental deer feeding shall include any supplemental food
5source. The study must be conducted statewide. During the
6study, supplemental deer feeding is permitted on private lands
7through voluntary participation by landowners. Public lands of
8this State may not be utilized as supplemental deer feeding
9areas and must be utilized to obtain non-supplemental feeding
10specimens throughout the study. The University of Illinois
11Prairie Research Institute and the University of Illinois
12College of Veterinary Medicine shall submit the study's
13findings and any recommendations to the Department of Natural
14Resources, to be posted on its Internet website, and the
15General Assembly in a report no more than 180 days after the
16completion of the study. The report to the General Assembly
17shall be filed with the Clerk of the House of Representatives
18and the Secretary of the Senate in electronic form only, in the
19manner that the Clerk and Secretary shall direct.".
