AMENDMENT TO SENATE BILL 2524

2    AMENDMENT NO. ______. Amend Senate Bill 2524 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Environmental Protection Act is amended by
5adding Section 56.8 as follows:
 
6    (415 ILCS 5/56.8 new)
7    Sec. 56.8. Pharmaceutical Disposal Task Force.
8    (a) The Pharmaceutical Disposal Task Force is created. The
9Task Force shall coordinate a statewide public information
10campaign to highlight the benefits of and opportunities to
11properly dispose of pharmaceutical products. The campaign
12shall be implemented by the Agency, in coordination with the
13Department of Public Health and the Illinois State Board of
14Education. The publicity of the campaign shall include, as
15appropriate, opportunities to properly dispose of
16pharmaceutical products provided by:

1        (1) local police departments and local governments,
2        (2) pharmacies,
3        (3) long-term hazardous waste facilities,
4        (4) hazardous-waste collection events,
5        (5) the Agency,
6        (6) the federal Drug Enforcement Administration, and
7        (7) other public or private efforts to properly dispose
8    of pharmaceuticals.
9    The campaign shall address students, seniors, and at-risk
10populations and shall outline the public health benefits of
11proper disposal of unused pharmaceutical products and the
12dangers and risks of their improper disposal.
13    (b) The Task Force shall consist of the following members
14appointed by the Director of the Agency:
15        (1) one representative of the Agency, who shall serve
16    as the chair of the Task Force;
17        (2) one representative of the Department of Public
18    Health;
19        (3) one representative of the Illinois State Board of
20    Education;
21        (4) one representative of a statewide organization
22    representing pharmacists;
23        (5) one representative of a statewide organization
24    representing agricultural interests;
25        (6) one representative of a statewide organization
26    representing environmental concerns;

1        (7) one representative of a statewide organization
2    representing physicians licensed to practice medicine in
3    all its branches;
4        (8) one representative of a statewide organization
5    representing coroners;
6        (9) one representative of a statewide organization
7    representing pharmaceutical manufacturers; and
8        (10) one representative of a statewide organization
9    representing retailers.
10    If a vacancy occurs in the Task Force membership, the
11vacancy shall be filled in the same manner as the original
12appointment. Task Force members shall not receive compensation
13for their service on the Task Force. The Agency shall provide
14the Task Force with administrative and other support.
15    (c) This Section is repealed on December 31, 2022.".
