AMENDMENT TO SENATE BILL 3190

2    AMENDMENT NO. ______. Amend Senate Bill 3190 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Dual Credit Quality Act is amended by
5adding Sections 17 and 18 and by changing Section 20 as
6follows:
 
7    (110 ILCS 27/17 new)
8    Sec. 17. Illinois Articulation Initiative; dual credit. A
9community college district shall, upon the request of a school
10district with students in any of grades 9 through 12 who reside
11within the jurisdiction of the community college district,
12enter into a partnership agreement with the school district to
13offer students dual credit courses. The partnership agreement
14shall include all of the following:
15        (1) Permit any high school student who meets the
16    community college's academic criteria to enroll in any dual

1    credit course at the community college.
2        (2) Permit the school district to offer any course
3    identified in the Illinois Articulation Initiative General
4    Education Core Curriculum package adopted by the community
5    college under the Illinois Articulation Initiative Act as a
6    dual credit course on the campus of a high school in the
7    district and permit the school district to use a high
8    school instructor who has met the academic credential
9    requirements under this Act to teach the dual credit
10    course.
11        (3) For dual credit courses taught on a high school
12    campus by high school instructors, require the community
13    college district and school district to jointly ensure
14    alignment of course content, learning outcomes, and
15    appropriate course rigor.

17    Sec. 18. Recognition of dual credit coursework completion.
18Any dual credit coursework completed by a high school student
19under this Act must be recognized as credit-bearing
20college-level coursework by a public community college in this
21State on the same basis as coursework completed by a student
22who attends that community college and who has a previously
23earned high school diploma. Dual credit coursework completed by
24a high school student under this Act is transferrable to all
25public universities in this State on the same basis as

1coursework completed by a public community college student who
2has previously earned a high school diploma in the manner set
3forth under the Illinois Articulation Initiative Act. A high
4school student may not receive more than 60 hours of dual
5credit under this Section.
 
6    (110 ILCS 27/20)
7    Sec. 20. Standards. All institutions offering dual credit
8courses shall meet the following standards:
9        (1) An instructor is Instructors permitted to teach any
10    teaching credit-bearing college-level course courses for
11    dual credit if the instructor (i) meets must meet the same
12    academic credential requirements as faculty teaching on
13    the institution's campus or (ii) meets the academic
14    credential requirements for a dual credit endorsement on
15    his or her professional educator license, as authorized by
16    the State Board of Education under Article 21B of the
17    School Code. A community college district must allow any
18    instructor employed by a school district who meets the
19    academic credential requirements under this paragraph (1)
20    to teach a dual credit course under this Act. An instructor
21    who meets the requirements of clause (i) of this paragraph
22    (1) is not required to meet the licensure and need not meet
23    certification requirements set out in Article 21B 21 of the
24    School Code to teach a dual credit course under this Act.
25        (2) Instructors in career and technical education

1    courses must possess the credentials and demonstrated
2    teaching competencies appropriate to the field of
3    instruction.
4        (3) Students must meet the same academic criteria as
5    those enrolled in credit-bearing college courses,
6    including taking appropriate placement testing.
7        (4) Course content must be the same as that required
8    for credit-bearing college courses.
9        (5) Learning outcomes must be the same as for
10    credit-bearing college courses and be appropriately
11    measured.
12        (6) Institutions shall provide high school instructors
13    with an orientation in course curriculum, assessment
14    methods, and administrative requirements before high
15    school instructors are permitted to teach dual credit
16    courses.
17        (7) Dual credit instructors must be given the
18    opportunity to participate in all activities available to
19    other adjunct faculty, including professional development,
20    seminars, site visits, and internal communication,
21    provided that such opportunities do not interfere with an
22    instructor's regular teaching duties.
23        (8) Every dual credit course must be reviewed annually
24    by faculty through the appropriate department to ensure
25    consistency with campus courses.
26        (9) Dual credit students must be assessed using methods

1    consistent with students in traditional credit-bearing
2    college courses.

4    Section 99. Effective date. This Act takes effect upon
