AMENDMENT TO SENATE RESOLUTION 582

2    AMENDMENT NO. ___. Amend Senate Resolution 582 by replacing
3everything after the heading with the following:
 
4    "WHEREAS, The United States was built upon the premise and
5the promise of religious acceptance, a principle enshrined in
6the First Amendment guarantee of free exercise of religion and
7faith; and
 
8    WHEREAS, The State of Illinois has historically welcomed
9newcomers from all nations and of all faith traditions, and has
10historically benefited from the diversity that newcomers
11bring; and
 
12    WHEREAS, The most recent federal election campaign
13featured rhetoric and discussion of policy proposals hostile to
14certain nationality and religious groups, including a call for
15registry of Americans based upon their country of origin or

1their religious beliefs; and
 
2    WHEREAS, Reported physical attacks on Muslim, Sikh, Arab,
3and South Asian Americans and other incidents of
4discrimination, including in housing, employment, and
5education, have increased sharply during the past two years and
6in particular since the 2016 elections; and
 
7    WHEREAS, Youths among various ethnic and religious groups
8have been targeted for discrimination and face barriers to
9safely expressing their religion in school, with young Muslim
10women being bullied for wearing the hijab or niqab; and
 
11    WHEREAS, The current federal administration has imposed a
12series of restrictions based upon religion or ethnicity
13currently targeting immigrants and travelers from eight
14countries, including six Muslim majority countries along with
15North Korea and Venezuela - restrictions that federal courts
16had previously enjoined in part due to their discriminatory
17intent; and
 
18    WHEREAS, Initiatives such as the travel restrictions and
19the potential registry echo past discriminatory initiatives
20such as the internment of 120,000 Americans of Japanese descent
21during World War II, for which our nation has formally
22apologized; and

1    WHEREAS, Our State should continue to welcome all
2nationality and religious groups and should stand in opposition
3to any attempts to discriminate against any group based on
4national origin or religion; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that it is the sense of this
7body that no State or local government agency or official
8should expend any time, facilities, equipment, information, or
9other resources of the agency or official to facilitate the
10creation, publication, or maintenance of or any participation
11in any federal program with the purpose of registering or
12maintaining a database of individuals present in the United
13States based on their race, color, ancestry, national origin,
14or religion; and be it further
 
15    RESOLVED, That suitable copies of this resolution be
16delivered to the President and Vice-President of the United
17States, the Majority and Minority Leaders of the United States
18Senate, the Speaker and Minority Leaders of the United States
19House of Representatives, and all members of the Illinois
20Congressional Delegation."
