1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Rehabilitation of Persons with Disabilities
5Act is amended by changing Section 12 as follows:

7    Sec. 12. Services for the visually impaired. The The
8Department shall provide community services for persons with
9visual disabilities at the Illinois Center for Rehabilitation
10and Education to promote the general welfare and rehabilitation
11of persons with major visual disabilities and provide such
12related services as will promote independent living, lessen the
13limitations of their disability, teach them vocational and
14other skills, and assist in making them self-supporting and
15responsible citizens of their communities. The community
16services program shall provide such instruction and intensive
17rehabilitation training service individually or in groups as is
18deemed necessary and practicable for each individual case,
19using the best appliances, skills, and specialist services
20known. The Center shall carry out these purposes by providing
21appropriate training in a residential center for persons with
22visual disabilities who are found to be qualified for such
23training.

1    In order to facilitate the training and rehabilitation of
2persons with major visual disabilities in industrial work
3processes and provide necessary services, the Center and the
4community services program shall have authority to seek and
5negotiate contracts with agencies, individuals, firms,
6manufacturers or corporations for the repair of machines or
7equipment for persons with visual disabilities and for
8separating, sorting, packaging, tying, wrapping, or otherwise
9putting together small objects. The rates charged for such work
10shall be reasonable and adequate, and comparable to those paid
11other persons for similar services, except as the projects are
12used for training and rehabilitation of persons with visual
13disabilities who may not be compensated during the period of
14training.
15    All money which has been or may be paid to, or is received
16as payment for such work shall be deposited in an approved bank
17or savings and loan association in a special account known as
18the Industrial Project Fund. All deposits and expenditures of
19the Industrial Project Fund shall be made under the direction
20of the Department and in accordance with its rules and
21regulations. Expenditures shall be limited to salaries and
22wages paid to the persons with visual disabilities performing
23the work and for necessary supplies, expenses and equipment
24required to facilitate and operate such training and
25employment, and for the benefit, special comfort, pleasure,
26amusement and rehabilitation of all persons with visual

1disabilities receiving services from the Department.
2    No bank or savings and loan association shall receive
3public funds as permitted by this Section, unless it has
4complied with the requirements established under Section 6 of
5the Public Funds Investment Act.
