SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joseph Patrick "Joe" Koval of Staunton,
4who passed away on March 15, 2020; and
 
5    WHEREAS, Joe Koval was born in Mt. Olive to Michael and
6Anna (Kasalko) Koval on March 16, 1929; he graduated from Mt.
7Olive Community High School in 1947; he received his Associate
8of Arts degree from Blackburn College in Carlinville in 1950
9and then graduated from the University of Illinois in 1952 with
10a bachelor's degree in Political Science, continuing his
11studies and receiving his Bachelor of Laws degree in 1954; he
12served in the United States Army from 1954 to 1956 with the 5th
13Armored Victory Division, 81st Medium Tank Battalion; he
14married Rosemary "Rose" Vidot in Mt. Olive on April 29, 1967;
15and
 
16    WHEREAS, Joe Koval began his career in law by becoming a
17partner at the Kelsey & Koval law firm in Carlinville in 1958;
18in 1965, he entered private practice, continuing until 1976;
19during his early years as a lawyer, he also served as a hearing
20officer in the Illinois Department of Aeronautics from 1961 to
211969; and
 
22    WHEREAS, Joe Koval was elected as the state's attorney for

1Macoupin County in 1972; in 1976, he was elected circuit judge
2and won retention throughout his career until his retirement in
3December 2006; he was listed as a reputable judge in the
4Marquis Who's Who; he was an active member of the Macoupin
5County Bar Association, the Illinois Judges Association, and
6the American Judicature Society; and
 
7    WHEREAS, Joe Koval enjoyed hunting and fishing with his
8brothers, John and Mike; he was an active member of St.
9Michael's Catholic Church, the Knights of Columbus Lodge,
10Adopt-a-Pet, and Staunton VFW Post #124; he sponsored several
11families under the Unbound Charity Foundation and was a sponsor
12of the Wounded Warrior Foundation; he also gave generously to
13many other charitable foundations; he was a fan of the St.
14Louis Cardinals and a member of the Emmylou Harris Fan Club,
15his favorite country singer; he loved all things related to
16Charles Schultz and Peanuts and was an afficionado of the TV
17show Gunsmoke; and
 
18    WHEREAS, Joe Koval was preceded in death by his wife, Rose;
19his parents; his sisters, Lucille Koval and Virginia Morris;
20and his brothers, John and Michael Koval; and
 
21    WHEREAS, Joe Koval is survived by his children, Terri
22Mrazek, Linda Yingst, Keith Koval, Rhonda Koval, and George
23(Elizabeth) Koval; 10 grandchildren; 12 great-grandchildren;

1and numerous nieces and nephews and their families; therefore,
2be it
 
3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
5Joseph Patrick "Joe" Koval and extend our sincere condolences
6to his family, friends, and all who knew and loved him; and be
7it further
 
8    RESOLVED, That a suitable copy of this resolution be
9presented to the family of Joseph Koval as an expression of our
10deepest sympathy.
