SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-804.01

    Amends the Illinois Vehicle Code. Provides that an expanded-use antique vehicle may be driven on the highways for purposes other than travel to and from an antique auto show or an exhibition or for servicing or demonstration from March 1 through November 30 (instead of from April 1 through October 31). Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-804.01 as follows:
 
6    (625 ILCS 5/3-804.01)
7    Sec. 3-804.01. Expanded-use antique vehicles.
8    (a) The owner of a motor vehicle that is more than 25 years
9of age or a bona fide replica thereof may register the vehicle
10as an expanded-use antique vehicle. In addition to the
11appropriate registration and renewal fees, the fee for
12expanded-use antique vehicle registration and renewal, except
13as provided under subsection (d), shall be $45 per year. The
14application for registration must be accompanied by an
15affirmation of the owner that:
16        (1) from January 1 through April 30 March 31 and from
17    December November 1 through December 31, the vehicle will
18    be driven on the highways only for the purpose of going to
19    and returning from an antique auto show or an exhibition,
20    or for servicing or demonstration; and
21        (2) the mechanical condition, physical condition,
22    brakes, lights, glass, and appearance of such vehicle is
23    the same or as safe as originally equipped.

1    From March 1 April 1 through November 30 October 31, a
2vehicle registered as an expanded-use antique vehicle may be
3driven on the highways without being subject to the
4restrictions set forth in subdivision (1). The Secretary may
5prescribe, in the Secretary's discretion, that expanded-use
6antique vehicle plates be issued for a definite or an
7indefinite term, such term to correspond to the term of
8registration plates issued generally, as provided in Section
93-414.1. Any person requesting expanded-use antique vehicle
10plates under this Section may also apply to have vanity or
11personalized plates as provided under Section 3-405.1.
12    (b) Any person who is the registered owner of an
13expanded-use antique vehicle may display a historical license
14plate from or representing the model year of the vehicle,
15furnished by such person, in lieu of the current and valid
16Illinois expanded-use antique vehicle plates issued thereto,
17provided that the valid and current Illinois expanded-use
18antique vehicle plates and registration card issued to the
19expanded-use antique vehicle are simultaneously carried within
20the vehicle and are available for inspection.
21    (c) The Secretary may credit a pro-rated portion of a fee
22previously paid for an antique vehicle registration under
23Section 3-804 to an owner who applies to have that vehicle
24registered as an expanded-use antique vehicle instead of an
25antique vehicle.
26    (d) The Secretary may make a version of the registration

1plate authorized under this Section in a form appropriate for
2motorcycles. In addition to the required registration and
3renewal fees, the fee for motorcycle expanded-use antique
4vehicle registration and renewal shall be $23 per year.

6    Section 99. Effective date. This Act takes effect upon
7becoming law.
