| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate David J. Kroeze, Ph.D., | ||||||
| 4 | on the occasion of his retirement as Superintendent of | ||||||
| 5 | Northbrook School District 27; and
| ||||||
| 6 | WHEREAS, At the end of the 2020-2021 school year, Dr. | ||||||
| 7 | Kroeze will retire having led Northbrook School District 27 | ||||||
| 8 | for 29 years; and
| ||||||
| 9 | WHEREAS, Dr. Kroeze has overseen a number of key | ||||||
| 10 | achievements at Northbrook School District 27, including | ||||||
| 11 | implementing the Baldrige Performance Excellence framework, | ||||||
| 12 | establishing full-day kindergarten, renovating all of the | ||||||
| 13 | District 27's state-of-the-art facilities, and co-founding the | ||||||
| 14 | First in the World Consortium with Dr. Paul Kimmelman, which | ||||||
| 15 | identified and recognized that District 27 students and those | ||||||
| 16 | in the consortium rank at the highest levels of performance in | ||||||
| 17 | mathematics and science in the world; and
| ||||||
| 18 | WHEREAS, Dr. Kroeze's leadership has been apparent in the | ||||||
| 19 | number of accolades Northbrook School District 27 has | ||||||
| 20 | received, including the Certificate of Excellence Awards in | ||||||
| 21 | Financial Reporting for 11 consecutive years, the Department | ||||||
| 22 | of Education's Excellence Award for Wood Oaks Junior High | ||||||

| |||||||
| 1 | School, and District 27 schools being named in the top 1 to 2 | ||||||
| 2 | percent of schools in the county and State for many years as | ||||||
| 3 | noted by Chicago Magazine and the Illinois State Report Card; | ||||||
| 4 | and
| ||||||
| 5 | WHEREAS, Dr. Kroeze has led Northbrook School District 27 | ||||||
| 6 | through its greatest challenge to date by safely educating | ||||||
| 7 | students throughout the course of the global COVID-19 | ||||||
| 8 | pandemic; he developed a hybrid synchronous learning model | ||||||
| 9 | that allowed any interested student to attend school in-person | ||||||
| 10 | to the greatest extent possible throughout the entirety of the | ||||||
| 11 | school year; through his hybrid learning model, approximately | ||||||
| 12 | 94 percent of District 27's students attended school in-person | ||||||
| 13 | everyday as of April 2021, which is a testament to his strong | ||||||
| 14 | leadership, energy, and passion for education; and
| ||||||
| 15 | WHEREAS, Dr. Kroeze has served the Northbrook community | ||||||
| 16 | with the highest levels of respect and integrity; therefore, | ||||||
| 17 | be it

| 18 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 19 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 20 | we congratulate David J. Kroeze, Ph.D., on his retirement, | ||||||
| 21 | commend him for his dedication to the Northbrook community, | ||||||
| 22 | and wish him the best in all his future endeavors; and be it | ||||||
| 23 | further
