AMENDMENT TO SENATE BILL 2382 




2    AMENDMENT NO. ______. Amend Senate Bill 2382 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The Developmental Disability and Mental 
5Disability Services Act is amended  by adding Sections 2-18 and  
62-19 as follows:
 
7    (405 ILCS 80/2-18 new)
8    Sec. 2-18. Implementation of developmental disability 
9services rate study. Subject to appropriation, the Department 
10shall implement the recommended funding and policy changes 
11presented in the 2020 report "Developmental Disability 
12Services Rate Study: Residential Services and Related 
13Supports".
 
14    (405 ILCS 80/2-19 new)
15    Sec. 2-19. Home-Based Support Services for Adults with

1Mental Disabilities rate methodology.   The Department shall 
2develop a new rate methodology for the Home-Based Support 
3Services Program for Adults with Mental Disabilities that 
4ensures that the budget for the Program beginning in State 
5Fiscal Year 2023 adequately reflects the actual cost of 
6program services.  In developing the new rate methodology for 
7the Program, the Department shall determine and recoup the 
8percentage of lost purchasing power for the Program since 
9State Fiscal Year 2015 due to increases in workforce costs and 
10rates.".
