AMENDMENT TO HOUSE BILL 3524 




2    AMENDMENT NO. ______. Amend House Bill 3524 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The School Code is amended  by adding Section 
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. Air Quality in Schools Working Group.
8    (a) The Air Quality in Schools Working Group is created. 
9The purpose of the Working Group is to study and make 
10recommendations to the  General Assembly on the following: air 
11quality goals for elementary, middle, and high schools; 
12processes to assess current ventilation systems in schools; 
13processes to improve ventilation after assessment; and 
14potential State and federal funding sources to improve school 
15air quality in the State.
16    (b) The Working Group shall consist of all of the

1following members:
2        (1) One member appointed by the Speaker of the House 
3    of Representatives.
4        (2) One member appointed by the Minority Leader of the 
5    House of Representatives.
6        (3) One member appointed by the President of the 
7    Senate.
8        (4) One member appointed by the Minority Leader of the 
9    Senate.
10        (5) One member appointed by the Governor.
11        (6) One member of the State Board of Education, 
12    appointed by the State Superintendent of Education.
13        (7) One member appointed by the Director of the 
14    Illinois Environmental Protection Agency.
15        (8) One member from a group representing school boards 
16    in this State, appointed by the State Superintendent of 
17    Education.
18        (9) One member from a labor union that trains 
19    individuals to perform ventilation assessments and work on 
20    ventilation systems in large buildings, appointed by the 
21    State Superintendent of Education.
22        (10) One member from a labor union representing 
23    teachers in this State, appointed by the State 
24    Superintendent of Education.
25        (11) Two parents of students currently attending 
26    school, appointed by the State Superintendent of

1    Education.
2        (12) One member who is a district  superintendent, 
3    appointed by the State Superintendent of Education. 
4        (13) One member who is a school principal, appointed 
5    by the State Superintendent of Education. 
6        (14) One member who is a school groundskeeper, 
7    appointed by the State Superintendent of Education. 
8        (15) One member who is an environmental engineer, 
9    appointed by the Director of the Illinois Environmental 
10    Protection Agency. 
11        (16) One member appointed by the Director of Public 
12    Health. 
13        (17) One member of the Illinois Chapter of the 
14    American Society of Heating Refrigerating and Air 
15    Conditioning Engineers, appointed by the Director of 
16    Public Health.
17        (18) One member of a disability rights organization, 
18    appointed by the State Superintendent of Education. 
19    (c) Members of the Working Group shall serve without 
20compensation. 
21    (d) The State Board of Education shall provide 
22administrative assistance and necessary staff support services 
23to the Working Group.
24    (e) The Working Group shall issue a report to the General 
25Assembly on air quality goals for elementary, middle, and high 
26schools; processes to assess current ventilation systems in

2and potential State and federal funding sources to improve 
3school air quality in this State.".
