      705 ILCS 305/24 new
          Amends the Jury Act.  Provides that names of petit jurors
      shall be made available to the public upon request unless the
      court determines that a compelling interest requires that the
      information be kept confidential.  Provides  for  sealing  of
      juror  records  in  criminal proceedings.  Makes violation of
      provisions limiting  disclosure  of  information  a  Class  B
      misdemeanor.

 1        AN  ACT  to  amend  the Criminal Code of 1961 by changing
 2    Section 32-4a.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The  Criminal  Code  of  1961  is amended by
 6    changing Section 32-4a as follows:

 9        Sec. 32-4a.  Harassment of jurors and witnesses. A person
10    who, with intent to harass or annoy one who has served  as  a
11    juror  or  as a witness, or who may be expected to serve as a
12    witness in a pending legal proceeding, because of the verdict
13    returned by the jury therein or  the  participation  of  such
14    juror in the verdict or because of the testimony or potential
15    testimony   of   such   witness,   communicates  directly  or
16    indirectly with the juror or witness in  such  manner  as  to
17    produce mental anguish or emotional distress or who conveys a
18    threat  of  injury or damage to the property or person of any
19    individual commits a Class 2 felony.

22        Sec. 32-4a.  Harassment of representatives for the child,
23    jurors, and witnesses and family members  of  representatives
24    for the child, jurors, and witnesses.
25        (a)  A person who, with intent to harass or annoy one who
26    has  served  or  is  serving  or  who is a family member of a
27    person who has served or is serving (1) as a juror because of
28    the  verdict  returned  by  the  jury  in  a  pending   legal
29    proceeding  or  the participation of the juror in the verdict
30    or (2) as a witness, or who may be expected  to  serve  as  a
31    witness  in  a  pending  legal  proceeding,  because  of  the

 1    testimony or potential testimony of the witness, communicates
 2    directly  or indirectly with the juror, or witness, or family
 3    member of a juror or witness in such  manner  as  to  produce
 4    mental  anguish or emotional distress or who conveys a threat
 5    of injury or damage to the property or person of  any  juror,
 6    or  witness, or family member of the juror or witness commits
 7    a Class 2 felony.
 8        (b)  A person who, with intent to harass or annoy one who
 9    has served or is serving or who  is  a  family  member  of  a
10    person  who  has served or is serving as a representative for
11    the child,  appointed  under  Section  506  of  the  Illinois
12    Marriage  and  Dissolution of Marriage Act, Section 12 of the
13    Uniform Child Custody Jurisdiction Act, or Section  2-502  of
14    the  Code  of  Civil Procedure, because of the representative
15    service of that capacity, communicates directly or indirectly
16    with  the  representative  or  a   family   member   of   the
17    representative in such manner as to produce mental anguish or
18    emotional  distress  or  who  conveys  a  threat of injury or
19    damage to the property or person of any representative  or  a
20    family  member  of  the  representative  commits  a  Class  A
21    misdemeanor.
22        (c)  For  purposes of this Section, "family member" means
23    a spouse, parent, child, stepchild or other person related by
24    blood or by present marriage, a person who has, or  allegedly
25    has  a  child in common, and a person who shares or allegedly
26    shares a blood relationship through a child.

29        Section  95.   No  acceleration or delay.  Where this Act
30    makes changes in a statute that is represented in this Act by
31    text that is not yet or no longer in effect (for  example,  a
32    Section  represented  by  multiple versions), the use of that
33    text does not accelerate or delay the taking  effect  of  (i)

 1    the  changes made by this Act or (ii) provisions derived from
 2    any other Public Act.
