      New Act
          Creates the Downstate Horse Racing Recovery Act of  1997.
      Makes  legislative findings and a declaration concerning race
      tracks located in a county that has a population of more than
      230,000 and that is bounded by the Mississippi River.

 1        AN ACT to create the Downstate Horse Racing Recovery  Act
 2    of 1997.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 1.  Short title.  This Act may be  cited  as  the
 6    Downstate Horse Racing Recovery Act of 1997.
 7        Section  5.   Legislative  findings and declaration.  The
 8    legislature finds that race tracks located in a  county  that
 9    has  a population of more than 230,000 and that is bounded by
10    the  Mississippi   River   face   certain   hardships.    The
11    legislature  declares  that, as a matter of public policy, it
12    shall take steps in order to ease the hardships felt by  such
13    tracks.
