          Amends the  University  of  Illinois  Act,  the  Southern
      Illinois   University   Management  Act,  the  Chicago  State
      University Law, the  Eastern  Illinois  University  Law,  the
      Governors State University Law, the Illinois State University
      Law,  the  Northeastern Illinois University Law, the Northern
      Illinois University Law, and the Western Illinois  University
      Law. Requires each of the universities governed by those Acts
      to  offer  50% tuition waivers for undergraduate education to
      children of employees of any other such university  if  those
      employees  have  been employed an aggregate of 7 years by one
      or more of those universities  and  if  their  children  meet
      certain age and academic requirements.

 1        AN  ACT  relating to partial tuition waivers for children
 2    of employees of public universities, amending named Acts.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The University of Illinois Act is amended by
 6    changing Section 7f as follows:
 7        (110 ILCS 305/7f) (from Ch. 144, par. 28f)
 8        Sec. 7f.  Partial tuition waivers.
 9        (a)  As  used  in  this  Section,  "Illinois  college  or
10    university" means any of the following:   the  University  of
11    Illinois,   Southern   Illinois   University,  Chicago  State
12    University,  Eastern  Illinois  University,  Governors  State
13    University, Illinois State University, Northeastern  Illinois
14    University,   Northern   Illinois   University,  and  Western
15    Illinois University.
16        (b)  (a)  Each  year  the  Board  of  Trustees   of   the
17    University  of  Illinois  shall offer 50% tuition waivers for
18    undergraduate education at any campus under its governance or
19    supervision to the  children  of  employees  of  an  Illinois
20    college  or  university the University who have been employed
21    by any one or by more than one Illinois college or university
22    the University for an aggregate period of at least  7  years.
23    To be eligible to receive a partial tuition waiver, the child
24    of  an  employee  of  an  Illinois  college or university the
25    University  (i)  must  be  under  the  age  of  25   at   the
26    commencement  of  the  academic year during which the partial
27    tuition waiver is to be effective, and (ii) must qualify  for
28    admission  to  the  University  of  Illinois  under  the same
29    admissions requirements, standards  and  policies  which  the
30    University  of  Illinois  applies to applicants for admission
31    generally  to  its  respective  undergraduate  colleges   and

 1    programs.
 2        (c)  (b)  Subject  to  the  provisions and limitations of
 3    subsection (b) (a), an eligible applicant who  has  continued
 4    to  maintain satisfactory academic progress toward graduation
 5    may have his or her partial tuition waiver renewed until  the
 6    time  as  he  or  she  has  expended 4 years of undergraduate
 7    partial tuition waiver benefits under this Section.
 8        (d) (c)  No partial tuition waiver offered  or  allocated
 9    to  any  eligible applicant in accordance with the provisions
10    of this Section shall be charged against any  tuition  waiver
11    limitation  established  by  the  Illinois  Board  of  Higher
12    Education.
13        (e)  (d)  The Board of Trustees shall prescribe rules and
14    regulations as are necessary to implement and administer  the
15    provisions of this Section.

17        Section  10.  The Southern Illinois University Management
18    Act is amended by changing Section 8f as follows:

18    partial tuition waiver benefits under this Section.
19        (d) (c)  No partial tuition waiver offered  or  allocated
20    to  any  eligible applicant in accordance with the provisions
21    of this Section shall be charged against any  tuition  waiver
22    limitation  established  by  the  Illinois  Board  of  Higher

 5    amended by changing Section 10-90 as follows:

 8        (a)  As  used  in  this  Section,  "Illinois  college  or
 9    university"  means  any  of the following:  the University of
10    Illinois,  Southern  Illinois   University,   Chicago   State
11    University,  Eastern  Illinois  University,  Governors  State
12    University,  Illinois State University, Northeastern Illinois
13    University,  Northern  Illinois   University,   and   Western
14    Illinois University.
15        (b)   (a)  Each   year  the  Board  of  Eastern  Illinois
16    University shall offer 50% tuition waivers for  undergraduate
17    education  at any campus under its governance to the children
18    of  employees  of  an  Illinois  college  or  university  the
19    University who have been employed by any one or by more  than
20    one  Illinois  college  or  university  the University for an
21    aggregate period of at least 7  years.   To  be  eligible  to
22    receive a partial tuition waiver, the child of an employee of
23    an  Illinois college or university the University (i) must be
24    under the age of 25 at the commencement of the academic  year
25    during  which  the partial tuition waiver is to be effective,
26    and (ii) must qualify for admission to Eastern  Illinois  the
27    University  under the same admissions requirements, standards
28    and policies which Eastern Illinois the University applies to
29    applicants  for  admission  generally   to   its   respective
30    undergraduate colleges and programs.
31        (c)  (b)  Subject  to  the  provisions and limitations of
32    subsection (b) (a), an eligible applicant who  has  continued

 1    to  maintain satisfactory academic progress toward graduation
 2    may have his or her partial tuition waiver renewed until  the
 3    time  as  he  or  she  has  expended 4 years of undergraduate

 6    to  any  eligible applicant in accordance with the provisions
 7    of this Section shall be charged against any  tuition  waiver
 8    limitation  established  by  the  Illinois  Board  of  Higher
 9    Education.
10        (e)  (d)  The Board shall prescribe rules and regulations
11    as are necessary to implement and administer  the  provisions
12    of this Section.

15    amended by changing Section 15-90 as follows:

 9        (c)  (b)  Subject  to  the  provisions and limitations of
10    subsection (b) (a), an eligible applicant who  has  continued
11    to  maintain satisfactory academic progress toward graduation
12    may have his or her partial tuition waiver renewed until  the
13    time  as  he  or  she  has  expended 4 years of undergraduate
14    partial tuition waiver benefits under this Section.
15        (d) (c)  No partial tuition waiver offered  or  allocated
16    to  any  eligible applicant in accordance with the provisions
17    of this Section shall be charged against any  tuition  waiver
18    limitation  established  by  the  Illinois  Board  of  Higher
19    Education.
20        (e)  (d)  The Board shall prescribe rules and regulations

28        (c)  (b)  Subject  to  the  provisions and limitations of
29    subsection (b) (a), an eligible applicant who  has  continued
30    to  maintain satisfactory academic progress toward graduation
31    may have his or her partial tuition waiver renewed until  the
32    time  as  he  or  she  has  expended 4 years of undergraduate
33    partial tuition waiver benefits under this Section.

 6    subsection (b) (a), an eligible applicant who  has  continued
 7    to  maintain satisfactory academic progress toward graduation
 8    may have his or her partial tuition waiver renewed until  the
 9    time  as  he  or  she  has  expended 4 years of undergraduate
10    partial tuition waiver benefits under this Section.
11        (d) (c)  No partial tuition waiver offered  or  allocated
12    to  any  eligible applicant in accordance with the provisions
13    of this Section shall be charged against any  tuition  waiver
14    limitation  established  by  the  Illinois  Board  of  Higher
15    Education.

21    amended by changing Section 35-90 as follows:

28    University,  Illinois State University, Northeastern Illinois
29    University,  Northern  Illinois   University,   and   Western
30    Illinois University.
31        (b)   (a)  Each   year  the  Board  of  Western  Illinois
32    University shall offer 50% tuition waivers for  undergraduate

16    subsection (b) (a), an eligible applicant who  has  continued

20    partial tuition waiver benefits under this Section.
