Amends the Capital Development Board Act. Provides that
the Capital Development Board shall adopt rules requiring all
bidders to certify that at least 10% of the persons involved
in the construction of correctional facilities will hold
apprentice or training level positions. Requires the Board
to adopt rules imposing monetary sanctions for violations.

1 AN ACT to amend the Capital Development Board Act by
2 adding Section 17.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Capital Development Board Act is amended
6 by adding Section 17 as follows:
7 (20 ILCS 3105/17 new)
8 Sec. 17. Correctional facilities; apprentice and
9 training level positions. The Board shall adopt rules
10 requiring all bidders to certify that at least 10% of the
11 persons involved in the construction of correctional
12 facilities will hold apprentice or training level positions.
13 The Board shall further adopt rules imposing monetary
14 sanctions for each day of construction that a contractor
15 fails to meet the 10% minimum.
