      105 ILCS 5/2-3.120 new
          Amends the School Code.   Requires  the  State  Board  of
      Education  to  appoint  a  Paperwork  Reduction Task Force to
      review the regulatory paperwork burden placed on local school
      districts  and  develop  a  plan  for   the   reduction   and
      streamlining of paperwork mandates.  Effective immediately.

 1        AN  ACT  to  amend  the  School  Code  by  adding Section
 2    2-3.120.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  1.  The School Code is amended by adding Section
 6    2-3.120 as follows:
 7        (105 ILCS 5/2-3.120 new)
 8        Sec. 2-3.120.  Paperwork Reduction Plan.  Within 30  days
 9    after  the effective date of this amendatory Act of 1997, the
10    State Superintendent shall appoint a Paperwork Reduction Task
11    Force consisting of  no  more  than  7  members  representing
12    school administrators, teachers, representatives of business,
13    and  the  public.    No  member  of the Task Force shall be a
14    member, officer, or employee of the State Board of Education.
15    The Paperwork Reduction Task  Force  shall  be  empowered  to
16    review  all  forms,  formats,  and  methods used by the State
17    Board of Education to gather information or data from  school
18    districts,  including  the  paperwork  required by the school
19    accountability process.  Within one year of its  appointment,
20    the  Task Force shall present to the State Board of Education
21    a written plan designed to reduce and streamline  the  amount
22    of  paperwork and the scope of information requested of local
23    school districts.  The Task Force may also  review  and  make
24    recommendations  regarding  the  implementation of a computer
25    based system of transmitting  information  and  data  to  the
26    State Board of Education.
27        Section  99.  Effective date.  This Act takes effect upon
28    becoming law.
