      ILCON Art. 3, Sec. 2.5 new
          Proposes to amend the Suffrage and Elections  Article  of
      the  Illinois  Constitution.   Provides  that if a person has
      been  adjudged  mentally  incompetent   by   a   court   with
      jurisdiction  to  decide that person's mental capacity and if
      that person has not been restored to mental compentency as  a
      matter  of  record,  then that person shall lose the right to
      vote, which right shall be restored after the person has been
      restored  to  mental  competency  as  a  matter  of   record.
      Effective upon approval by electors.

 1                       HOUSE JOINT RESOLUTION
 2                      CONSTITUTIONAL AMENDMENT
 3        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 4    NINETIETH GENERAL ASSEMBLY OF  THE  STATE  OF  ILLINOIS,  THE
 5    SENATE  CONCURRING  HEREIN,  that there shall be submitted to
 6    the electors of the State for adoption or  rejection  at  the
 7    general  election  next occurring at least 6 months after the
 8    adoption of  this  resolution  a  proposition  to  amend  the
 9    Illinois Constitution by adding Section 2.5 to Article III as
10    follows:
11                             ARTICLE III
12                       SUFFRAGE AND ELECTIONS
13        (ILCON Art. 3, Sec. 2.5 new)
14    SECTION 2.5.  VOTING DISQUALIFICATION; MENTAL INCOMPETENCY
15        If  a person has been  adjudged mentally incompetent by a
16    court  with  jurisdiction  to  decide  that  person's  mental
17    competency and if that person has not been restored to mental
18    competency as a matter of record, then that person shall lose
19    the right to vote, which right shall be  restored  after  the
20    person  is  restored  to  mental  competency  as  a matter of
21    record.
22                              SCHEDULE
23        This Constitutional Amendment takes effect upon  approval
24    by the electors of this State.
