 1                       HOUSE JOINT RESOLUTION
 2        WHEREAS, The infrastructure  of  the  State's  roads  and
 3    highways  is an integral part of the State's economy, and the
 4    State must  use  its  Road  Fund  dollars  for  road  repair,
 5    construction,  and  maintenance,  not  to  fund  the  State's
 6    bureaucracy; and
 7        WHEREAS, The State coffers contain a surplus of citizen's
 8    tax  dollars, and it is the taxpayers who should benefit with
 9    middle-class tax relief; and
10        WHEREAS, Health and Human Service employees who  work  in
11    long-term  care  facilities,  homes  for  the developmentally
12    disabled or physically challenged, or other types of settings
13    perform a valuable service to all citizens of  the  State  of
14    Illinois,  but  are  paid  a minimum or next to minimum wage;
15    excess State revenues should be diverted to those who deserve
16    a cost-of-living increase; and
17        WHEREAS, All children of the  State  of  Illinois  should
18    have   access   to  quality  health  care  services;  special
19    attention must be paid to those children who  are  uninsured,
20    and funding a Children's Health Insurance Program should come
21    before pay increases for General Assembly Members; and
22        WHEREAS,  The  citizens  of  the  State  of Illinois have
23    placed their trust  in  the  officials  of  the  Legislative,
24    Judicial,  and the Executive Branches of this State to act as
25    caretakers of the State's financial status, and believe  that
26    these  officials  will place the needs of the citizens before
27    their own needs; therefore, be it
28        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
29    NINETIETH  GENERAL  ASSEMBLY  OF  THE  STATE OF ILLINOIS, THE
30    SENATE CONCURRING HEREIN, that the report of the Compensation
31    Review Board filed on April  30,  1998  as  provided  in  the

 1    Compensation  Review  Act  is  hereby disapproved in whole in
 2    accordance with Section 5 of that Act; and be it further
 3        RESOLVED, That a copy of this resolution be  directed  to
 4    the Compensation Review Board.
