1 HOUSE RESOLUTION
2 WHEREAS, Auto body paints and finishes are intended by
3 their manufacturers for industrial use only and marked "not
4 for sale or use by the general public"; and
5 WHEREAS, Certain auto body paints and finishes contain
6 toxic compounds hazardous to humans and the environment and
7 are intended to be used only by professional auto body
8 repairers and refinishers using specialized painting
9 equipment; and
10 WHEREAS, We believe many Illinois citizens are obtaining,
11 using, and disposing of auto body paints and finishes without
12 taking adequate health and safety precautions to protect
13 themselves and the environment; and
14 WHEREAS, The use of auto body paints and finishes by
15 non-professionals threatens the public health and safety;
16 therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
19 Illinois Environmental Protection Agency shall conduct a
20 study to determine (i) the relative toxicity of auto body
21 paints and finishes compared to touch-up or general purpose
22 paints and finishes designed and intended for use by the
23 general public and (ii) the types of safeguards implemented
24 by other states for the sale, use, and disposal of auto body
25 paints and finishes; and be it further
26 RESOLVED, That the Illinois Environmental Protection
27 Agency shall submit its study to this Body by November 1,
28 1997, with recommendations as to whether increased controls
29 over the sale, use, and disposal of auto body paints and
30 finishes should be implemented by this State; and be it
31 further

1 RESOLVED, That a suitable copy of this resolution be
2 delivered to the Director of the Illinois Environmental
3 Protection Agency.
