      305 ILCS 5/5-1            from Ch. 23, par. 5-1
          Amends the Medical Assistance  Article  of  the  Illinois
      Public  Aid  Code.   Makes  a  stylistic change in provisions
      regarding the purpose of the Article.

 1        AN ACT to amend the Illinois Public Aid Code by  changing
 2    Section 5-1.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Illinois Public Aid Code  is  amended  by
 6    changing Section 5-1 as follows:
 7        (305 ILCS 5/5-1) (from Ch. 23, par. 5-1)
 8        Sec. 5-1. Declaration of purpose.
 9        It is the purpose of this Article to provide a program of
10    essential   medical  care  and  rehabilitative  services  for
11    persons receiving basic maintenance grants  under  this  Code
12    and  for  other persons who are unable, because of inadequate
13    resources, to meet their essential medical needs.
14        Preservation of  health,  alleviation  of  sickness,  and
15    correction  of  handicapping conditions for persons requiring
16    maintenance support are essential if  they  are  to  have  an
17    opportunity  to become self-supporting or to attain a greater
18    capacity  for  self-care.  For  persons  who  are   medically
19    indigent  but  otherwise  able  to  provide themselves with a
20    livelihood,  it  is  of  particular  special  importance   to
21    maintain  their  incentives  for  continued  independence and
22    preserve their limited  resources  for  ordinary  maintenance
23    needs to prevent their total or substantial dependency.
