1 SENATE RESOLUTION
2 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
3 OF THE STATE OF ILLINOIS, that an Election Reform Task Force
4 is hereby created to study campaign financing in Illinois,
5 recommend changes in Article 9 of the Election Code, and
6 recommend a system of updating and computerizing the
7 reporting and encoding of campaign finance data filed with
8 the State Board of Elections; and be it further
9 RESOLVED, That the Task Force shall consist of the
10 Executive Director of the State Board of Elections, or his or
11 her designee, and 6 members appointed as follows: 2 senators
12 to be appointed by the President of the Senate and 2 senators
13 to be appointed by the Minority Leader of the Senate; and 2
14 members of the public appointed one each by the President and
15 Minority Leader of the Senate; and be it further
16 RESOLVED, That the Executive Director of the State Board
17 of Elections, or his or her designee, shall serve as
18 chairperson of the Task Force; and be it further
19 RESOLVED, That the members of the Task Force shall serve
20 without compensation but shall be reimbursed for expenses
21 incurred in the performance of their duties; and be it
22 further
23 RESOLVED, That, in studying and developing
24 recommendations under this Act, the Task Force shall take
25 actions including, but not limited to: holding public
26 hearings, seeking public input, consulting with appropriate
27 public interest groups and experts, examining proposals from
28 other states, and considering federal requirements; and be it
29 further
30 RESOLVED, That the Task Force shall report its findings
31 and recommendations to the General Assembly and the Governor

1 by October 1, 1997; and be it further
2 RESOLVED, That a suitable copy of this resolution be
3 delivered to the Director of the State Board of Elections.
