 4                      Senate Resolution No. 21
 5                      Offered by Senator Klemm
 6        WHEREAS, During  the  preceding  general  election,  much
 7    funding  was  raised and spent to execute federal, State, and
 8    local campaigns in Illinois and throughout the nation; and
 9        WHEREAS, Many public policy  commentators  and  political
10    activists  have  criticized recent campaign finance trends at
11    the national and State levels; and
12        WHEREAS, In response to public concern, many changes have
13    been  proposed  to  alter  the  system  by  which   political
14    campaigns are financed and organized; and
15        WHEREAS,  Any  reform  efforts  should  be  guided  by an
16    objective  examination  of  past  campaign  organization  and
17    finance practices, the expenditure  environment  under  which
18    they  existed,  as well as contemporary campaign organization
19    and finance practices with attendant challenges and concerns;
20    therefore, be it
21        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
22    OF THE STATE OF ILLINOIS, that  there  is  created  the  Task
23    Force   on  Election  Activities  and  Reform  to  study  the
24    evolution of campaign organization and finance activities  in
25    federal,  State,  and  local elections in Illinois as well as
26    the expenditure environment under which said organization and
27    activities existed; and be it further
28        RESOLVED, That the  Task  Force  shall  also  investigate
29    contemporary  campaign  organization  and finance activities,
30    and the expenditure environment under which  said  activities
31    exist,  as  well  as  the strengths and weaknesses of current
32    campaign finance and election statutes  and  regulations  and

 1    recent  concerns  thereof, the coordination between State and
 2    federal political action committees and campaign  committees,
 3    and  the  receipt,  disbursement,  and disclosure of campaign
 4    contributions; and be it further
 5        RESOLVED, That the Task Force shall attempt to  determine
 6    future  expenditure  environment trends and recommend changes
 7    to the Election Code and campaign finance  statutes  designed
 8    to  maintain  the  integrity  of  the electoral process while
 9    safeguarding  the  rights  of  all  to  participate  in   the
10    political process; and be it further
11        RESOLVED, That in researching historical and contemporary
12    trends  and predicting future trends, the Task Force may also
13    investigate campaign organization, finance,  and  expenditure
14    trends  in  analogous  states in the United States; and be it
15    further
16        RESOLVED, That the Task Force  shall  be  composed  of  6
17    members  appointed  as  follows:  3  members  of  the  Senate
18    appointed  by  the President of the Senate, one of whom shall
19    be designated Chairperson, 2 members of the Senate  appointed
20    by  the Senate Minority Leader, and the Executive Director of
21    the State Board of Elections, or his  or  her  designee,  who
22    shall  serve  as  a  non-voting  ex-officio member; and be it
23    further
24        RESOLVED, That the Task  Force  may  employ  staff,  hire
25    consultants,  and enter into contractual arrangements through
26    the   Senate   Operations   Commission   to    conduct    its
27    investigations and research; and be it further
28        RESOLVED,  That  the Task Force shall report its findings
29    to the General Assembly on or before November 1, 1997; and be
30    it further
31        RESOLVED,  That  a  copy  of  this  resolution  shall  be

 1    forwarded to the Executive Director of  the  State  Board  of
 2    Elections.
