 1                  AMENDMENT TO SENATE RESOLUTION 21
 2        AMENDMENT  NO.      .   Amend  Senate  Resolution  21  by
 3    deleting lines 2 through 31 on page 1 and all of page  2  and
 4    inserting the following:
 5        "WHEREAS,  During  the  preceding  general election, much
 6    funding was raised and spent to execute federal,  State,  and
 7    local campaigns in Illinois and throughout the nation; and
 8        WHEREAS,  Many  public  policy commentators and political
 9    activists have criticized recent campaign finance  trends  at
10    the national and State levels; and
11        WHEREAS, In response to public concern, many changes have
12    been   proposed  to  alter  the  system  by  which  political
13    campaigns are financed and organized; and
14        WHEREAS, Any  reform  efforts  should  be  guided  by  an
15    objective  examination  of  past  campaign  organization  and
16    finance  practices,  the  expenditure environment under which
17    they existed, as well as contemporary  campaign  organization
18    and finance practices with attendant challenges and concerns;
19    therefore, be it
20        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
21    OF  THE  STATE  OF  ILLINOIS,  that there is created the Task

 1    Force  on  Election  Activities  and  Reform  to  study   the
 2    evolution  of campaign organization and finance activities in
 3    federal, State, and local elections in Illinois  as  well  as
 4    the expenditure environment under which said organization and
 5    activities existed; and be it further
 6        RESOLVED,  That  the  Task  Force  shall also investigate
 7    contemporary campaign organization  and  finance  activities,
 8    and  the  expenditure environment under which said activities
 9    exist, as well as the strengths  and  weaknesses  of  current
10    campaign  finance  and  election statutes and regulations and
11    recent concerns thereof, the coordination between  State  and
12    federal  political action committees and campaign committees,
13    and the receipt, disbursement,  and  disclosure  of  campaign
14    contributions; and be it further
15        RESOLVED,  That the Task Force shall attempt to determine
16    future expenditure environment trends and  recommend  changes
17    to  the  Election Code and campaign finance statutes designed
18    to maintain the integrity  of  the  electoral  process  while
19    safeguarding   the  rights  of  all  to  participate  in  the
20    political process; and be it further
21        RESOLVED, That in researching historical and contemporary
22    trends and predicting future trends, the Task Force may  also
23    investigate  campaign  organization, finance, and expenditure
24    trends in analogous states in the United States;  and  be  it
25    further
26        RESOLVED,  That  the  Task  Force  shall be composed of 6
27    members  appointed  as  follows:  3  members  of  the  Senate
28    appointed by the President of the Senate, one of  whom  shall
29    be  designated Chairperson, 2 members of the Senate appointed
30    by the Senate Minority Leader, and the Executive Director  of
31    the  State  Board  of  Elections, or his or her designee, who
32    shall serve as a non-voting  ex-officio  member;  and  be  it

 1    further
 2        RESOLVED,  That  the  Task  Force  may employ staff, hire
 3    consultants, and enter into contractual arrangements  through
 4    the    Senate    Operations   Commission   to   conduct   its
 5    investigations and research; and be it further
 6        RESOLVED,  That  a  copy  of  this  resolution  shall  be
 7    forwarded to the Executive Director of  the  State  Board  of
 8    Elections.".
