1 SENATE RESOLUTION
2 WHEREAS, At the present time, there is limited access to
3 dental care for people who are covered by the public aid
4 system; and
5 WHEREAS, The availability of dental services is a
6 necessity and should be available to all citizens, regardless
7 of economic situation; and
8 WHEREAS, With many new, young dentists opening practices
9 and struggling to repay their student loans, it has been
10 suggested that a program could be instituted in which
11 dentists would treat public aid recipients; in return for
12 their dental services, the State would credit the dentists
13 for the dental services they provided and would submit a
14 predetermined payment to the financial institution holding
15 those dentists' student loans; and
16 WHEREAS, This program would be initiated throughout the
17 State and would benefit the dentists, public aid patients,
18 and the State budget; therefore, be it
19 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
20 OF THE STATE OF ILLINOIS, that a Task Force is hereby
21 established to study the feasibility of legislation that
22 would allow public aid patients to receive low cost, basic
23 dental services and, in return, the student loans of the
24 dentists providing these services would be reduced; and be it
25 further
26 RESOLVED, That the Task Force shall be made up of 11
27 members appointed as follows: 2 members of the Senate, one to
28 be appointed by the President of the Senate and one to be
29 appointed by the Minority Leader of the Senate; the President
30 of the Senate shall designate the Chairperson; the
31 Chairperson shall appoint 3 representatives of the dentistry

1 profession, one of whom is a recent graduate of dental
2 school, and 3 representatives of financial institutions; and
3 3 members shall be appointed, one each by the Director of
4 Public Aid, the Director of Revenue, and the Commissioner of
5 Banks and Real Estate; and be it further
6 RESOLVED, That the Task Force shall report its findings
7 and recommendations to the members of the General Assembly
8 before the adjournment of the 90th General Assembly; and be
9 it further
10 RESOLVED, That suitable copies of this resolution be
11 forwarded to the Director of Public Aid and the Commissioner
12 of Banks and Real Estate.
