 1                          SENATE RESOLUTION
 2        WHEREAS, Fastener manufacturing is an important  industry
 3    to  the  State of Illinois which employs approximately 20,000
 4    men and women; and
 5        WHEREAS, Illinois enjoys the single largest concentration
 6    of fastener manufacturers among the fifty states; and
 7        WHEREAS, Many Illinois industries and its  citizens  rely
 8    on  these  manufacturers  every  day  for the safety of their
 9    automobiles, their bridges, and the machinery from which they
10    derive their livelihoods; and
11        WHEREAS, The Federal Fastener Quality  Act  of  1990  and
12    subsequent  amendments  ensure  the  availability of properly
13    manufactured fasteners; and
14        WHEREAS, Fastener manufacturer in Illinois have  survived
15    tremendous  competitive pressures from overseas manufacturers
16    through innovative design, production, and quality  assurance
17    programs; and
18        WHEREAS,  The  aforementioned  Act  is  not  intended  to
19    restrict  fastener  manufacturers' ability to improve quality
20    and production technology; therefore, be it
21        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
22    OF THE STATE OF ILLINOIS, that we memorialize the  President,
23    the  Congress,  and  the Secretary of Commerce to investigate
24    and curb the efforts of the National  Institute  of  Standard
25    and  Technology  to  impose  requirements for compliance upon
26    fastener manufacturers  that  will  reduce  quality,  inhibit
27    technology  innovation,  and  increase unnecessary regulation
28    and costs; and be it further
29        RESOLVED, That suitable  copies  of  this  resolution  be
30    delivered  to President Clinton, to the President pro tempore

 1    of the United States Senate, to the  Speaker  of  the  United
 2    States   House   of  Representatives,  to  the  Secretary  of
 3    Commerce, and to each member of  the  Illinois  congressional
 4    delegation.
