 1                          SENATE RESOLUTION
 2        WHEREAS, The safety of Illinois citizens has long been of
 3    paramount importance to the members of the Senate; and
 4        WHEREAS,  The  General  Assembly  has  demonstrated   its
 5    concern  for  the  safety of vulnerable members of society by
 6    passing the Health Care Worker Background Check Act; and
 7        WHEREAS, The injured and infirm are least  likely  to  be
 8    able to assure their own safety; therefore, be it
 9        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
10    OF  THE STATE OF ILLINOIS, that the Director of Public Health
11    establish a Task Force on EMT Background Checks;  and  be  it
12    further
13        RESOLVED,  That  the  Task  Force  shall  consist  of the
14    individuals appointed to the Health Care  Worker  Task  Force
15    authorized by Section 65 of the Health Care Worker Background
16    Check  Act;  the President of the Chicago Fire Fighters Union
17    or his or her designee; the President of the Associated  Fire
18    Fighters   of   Illinois  or  his  or  her  designee;  and  7
19    individuals appointed by the Director  of  Public  Health  as
20    follows:  one  EMT  employed by a public sector employer; one
21    EMT employed by a private sector employer; one private sector
22    employer of EMTs; one public sector employer of EMTs; one EMS
23    medical director;  one  emergency  room  physician;  and  one
24    member  of  the public who has expertise in emergency medical
25    procedures or law enforcement; and be it further
26        RESOLVED, That  the  Task  Force  may  begin  to  conduct
27    business  upon  the appointment of a majority of the members;
28    members shall serve without compensation  and  shall  not  be
29    reimbursed for expenses; and be it further
30        RESOLVED,  That  the  Task Force shall gather information
31    and make recommendations with respect to the best methods  to

 1    implement  a  criminal  background  check of EMTs and work to
 2    assure that the recommended methods adhere  to  the  goal  of
 3    protecting the public; and be it further
 4        RESOLVED,  That  the  Department  of  Public Health shall
 5    provide staffing and other support services necessary for the
 6    Task Force to perform its duties; and be it further
 7        RESOLVED, That the Task Force shall submit  its  findings
 8    and  recommendations, including suggested legislation, to the
 9    Senate on or before December 31, 1998; and be it further
10        RESOLVED, That a suitable  copy  of  this  resolution  be
11    delivered to the Director of Public Health.
