CAPPARELLI-BUGIELSKI-SAVIANO-MCAULIFFE-SANTIAGO AND MOORE,EUGENE.

(WALSH,T)

   70 ILCS 2605/4.3          from Ch. 42, par. 323.3                           

        Amends the Metropolitan Water Reclamation District Act.  Provides      
   that for all positions (now offices and places  of  employment)  in  a      
   sanitary   district,   job   classifications  (now  grades)  shall  be      
   established.  Provides that uniform pay and title shall be established      
   for all positions similarly classified  (now  offices  and  places  of      
   employment  in  the  same  grade).   Provides  that the trustees shall      
   conform title and pay for position held in  a  classification  to  the      
   title  and  pay of other positions in the classification no later than      
   the beginning of the next fiscal  year  (now  within  30  days)  after      
   receiving  a  report  of  a change in the pay or title of an employee.      
   Makes other changes.                                                        
          HOME RULE NOTE                                                       
          HB1375 does not preempt home rule authority.

          This bill will have no fiscal impact upon the District.

          HB1375 fails to create a State mandate.

          Adds reference to:                                                   
          70 ILCS 2605/9.6a               from Ch. 42, par. 328.6a             
        Amends the Metropolitan Water Reclamation District  Act.   Allows      
   the  corporate authorities of a sanitary district to issue bonds on or      
   before December 31, 2006 (now, on or before December 31, 2001)  in  an      
   aggregate  amount  not  to  exceed  3.35%  of  the  EAV of the taxable      
   property within the sanitary district  for  certain  projects  of  the      
   district.
