ERWIN-FANTIN-WIRSING-DAVIS,MONIQUE.

   110 ILCS 947/38 new                                                         

        Amends the Higher Education Student Assistance Act.  Requires the      
   Illinois Student Assistance Commission to conduct an annual survey  of      
   freshmen  MAP  recipients to determine grade point averages, retention      
   rates, progress rates, student goal attainment rates,  time-to-degree,      
   and  degrees  conferred.  Requires the Commission to report its survey      
   findings annually to the General Assembly.  Effective July 1, 1997.         
        HOUSE AMENDMENT NO. 1.                                                 
        Replaces the survey and reporting requirements  of  the  bill  as      
   introduced  with  provisions requiring the Illinois Student Assistance      
   Commission to assess the educational persistence and academic  success      
   of  monetary award program recipients.  Provides that an assessment is      
   to include an analysis of such factors  as  undergraduate  educational      
   goals,  chosen  field  of  study,  retention  rates,  expected time to      
   complete a degree, grade point average, academic progress, and  credit      
   hours  earned.   Provides  that  each analysis should consider student      
   class  level,  dependency  types,  and  type   of   higher   education      
   institution  attended.  Requires the Commission to report its findings      
   to the General Assembly and Board of Higher Education by  February  1,      
   1999 and at least every 2 years thereafter.  Effective July 1, 1997.
