   New Act                                                                     

        Creates  the  Patient  Protection  in  Utilization  Review   Act.      
   Requires  persons  who are health care utilization review agents to be      
   certificated by the Department  of  Insurance.   Preempts  home  rule       
   powers. Effective January 1, 1999.                                          
          JUDICIAL NOTE                                                        
          There may be an increase in judicial workloads; there would          
          not be an increase in the need for the number of judges.             
          FISCAL NOTE (Dpt. Insurance)                                         
          HB2629 will cost approximately $200,000 annually.                    
          CORRECTIONAL NOTE                                                    
          No corrections population or fiscal impact.                          
          HOME RULE NOTE                                                       
          HB2629 preempts home rule authority.
