DART. New Act 110 ILCS 205/10 from Ch. 144, par. 190 Creates the Tuition Increase Moratorium Act and amends the Board of Higher Education Act. Prohibits the governing boards of all public universities of the State from increasing or authorizing an increase in the rate of undergraduate or graduate tuition charged at any campus for any period of any academic year that begins on or after the amendatory Act's effective date and that ends on or before September 1, 2003.
