   ILCON Art. VIII, Sec. 2                                                     

        Proposes  to  amend  the  Finance   Article   of   the   Illinois      
   Constitution.   Prohibits the General Assembly from appropriating more      
   than 98% of available funds in a fiscal year.  Effective in  the  next      
   fiscal year after voter approval.
