        Amends the Mental Health and Developmental Disabilities Code  and      
   the  Mental Health and Developmental Disabilities Confidentiality Act.      
   Adds procedures that must be followed before  psychotropic  medication      
   or  electro-convulsive  therapy  is  administered,  including  a court      
   hearing.  Provides  for  registration  of  electro-convulsive  therapy      
   equipment with the Department of Public Health.  Requires reports from      
   facilities  and physicians administering electro-convulsive therapy or      
   other convulsive or  coma-producing  therapy.    Provides  that  court      
   hearings  shall  be open to the press and public unless the respondent      
   or some other party requests that they  be  closed.   Provides  for  a      
   court  appointment of a temporary and limited surrogate decision maker      
   to consent to  mental  health  and  other  services  for  a  seriously      
   mentally ill person who lacks the capacity to make a reasoned decision      
   about necessary services.  Makes other changes.
