Provides that certain cities, counties with a population of 1,000,000 or more, and county hospitals established under the County Hospitals Law are subject to the Act. Amends the Counties Code. Provides for annual audits in counties having a population of over 10,000 (now over 10,000 but less than 500,000). Provides that each county (now each county having a population of less than 500,000) shall file a financial report with the Comptroller. Amends the Illinois Municipal Code.
