Synopsis of Bill as introduced:
Amends the School Code. Creates an alternative educational grant
program to be administered by the State Board of Education under which
grants are provided to applicant school districts to operate
alternative educational programs for troubled students who are
potential dropouts. Provides for preference in awarding grants to
those programs which will be able to assure smaller class sizes and
more individual attention for students placed in the program.
Requires the State Board of Education to adopt rules governing the
procedures for applying for grants and evaluating grant applications.
STATE MANDATES FISCAL NOTE (State Board of Education)
If two out of five drop-outs over the last five years return to
school, estimated costs per unserved drop-out could be as high
          as $240 million.
FISCAL NOTE (State Board of Education)
No change from SBE mandates note.
