Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code to make a technical change to  a      
   provision concerning disposition of fees and taxes.                         
          STATE MANDATES FISCAL NOTE                                           
          HB489 fails to create a State mandate.                               
          HOME RULE NOTE                                                       
          HB489 does not preempt home rule authority.

        Deletes everything. Creates the Recreational Trails  of  Illinois      
   Act.  Provides that money from federal, State, and private sources may      
   be deposited and fines assessed by the Department of Natural Resources      
   for  citations  issued  to  off-highway  vehicle  operators  shall  be      
   deposited into the Off-Highway Vehicle Trails Fund to be used, subject      
   to  appropriation,  by the Department for specified purposes.  Creates      
   the State Off-Highway Vehicle Trails Advisory Board  to  evaluate  and      
   recommend  which  recreational trails projects should be funded by the      
   Department. Establishes conditions for use  of  funds  for  trails  on      
   private  land.  Provides that an off-highway vehicle, with exceptions,      
   must have a public access sticker to operate in public off-highway          
   vehicles parks.  Amends the Illinois Vehicle Code. Provides that own-       
   ers of all-terrain vehicles or off-highway motorcycles shall apply for      
   a certificate of title. Provides for additional rules concerning the        
   operation of all-terrain vehicles and off-highway motorcycles. Pro-         
   vides that a person shall not operate or ride an all-terrain vehicle        
   or off-highway motorcycle with any firearm in his or her possession         
   unless he or she is in compliance with certain provision of the Wild-       
   life Code (instead of unless it is unloaded and enclosed in a carrying      
   case). Removes the provision that provides that a person shall not          
   operate an all-terrain vehicle or off-highway motorcycle with any bow       
   unless it is unstrung or rendered unable to fire and is in a carrying       
   case. Amends the State Finance Act to create the Off-Highway Vehicle        
   Trails Fund.
