Provides for increased fees for these plates to be distributed, subject to appropriation by the General Assembly, to public universities and colleges and community colleges to reduce the tuition, fees, and book fees of students earning a "B" average grade or better. HOUSE AMENDMENT NO. 1. Deletes reference to: 30 ILCS 105/5.449 new Deletes everything except the caption to the Section in the Vehicle Code authorizing the Higher Education Student license plates.
