Short description: 
DPA-AFDC-SELF SUFFICIENCY                                                  

Synopsis of Bill as introduced:
        Amends the Public Aid Code.  Requires the  Department  of  Public      
   Aid  to  implement a family responsibility program for AFDC recipients      
   to  provide  education,  employability-skills  training,   and   other      
   services designed to make program participants self-sufficient. States      
   the  legislature's intent that the family responsibility program serve      
   as the "alternative program" to replace AFDC that  is  required  under      
   Public  Act  89-6.  Requires  the  Department  to  submit  a  plan for      
   statewide implementation by January 1,  1998  and  requires  statewide      
   implementation by July 1, 1998. Effective immediately.

          Projected FY98 costs: extending medical benefits for 12 months,

        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:

        Deletes  everything.   Amends  the  Illinois  Public  Aid   Code.      
   Provides  that  an  employer may not use any person who is assigned to      
   work activity by the Department of Human Services as  a  condition  of      
   receiving  public  assistance  if that person would displace a current      
   employee, deprive a current employee a promotional opportunity,  cause      
   a termination, layoff, hiring freeze, or reduction in work force, fill      
   an  established  unfilled vacancy, or replace a striking or locked out      
   employee.  Requires written agreement between the  labor  organization      
   representing  its employees and an employer before an employer employs      
   a Department work activity participant and 15 days notice to employees      
   before actually hiring a participant.  Provides  that  the  Department      
   shall   establish  a  grievance  procedure  for  employees  and  labor      
   organizations  in  the  event  of  an  alleged  violation   of   these      
   provisions.                                                                 
        HOUSE AMENDMENT NO. 2.                                                 
        Removes  the  requirement  that  an  employer   and   the   labor      
   organization  representing its employees must have a written agreement      
   before an employer employs a Department work activity participant.

          This bill will not increase State expenditures.
