HIWAY CD-COUNTY-FACILITY-ACCES                                             

Synopsis of Bill as introduced:
        Amends the Illinois Highway Code.   Allows  counties  to  include      
   benches, shelters, and other facilities as part of the construction or      
   maintenance  of county highways.  Allows counties to use any funds for      
   these projects  and  bicycle  related  projects.   Provides  that  for      
   permits  required  under the provisions for access roads and driveways      
   laid out from county highways, a county may include  requirements  for      
   pedestrian  access  for  sidewalks, bike paths, bus shelters, benches,      
   and bus loading and unloading areas.                                        
          FISCAL NOTE (DCCA)                                                   
          HB 1470  is permissive in nature and may have a fiscal impact        
          on units of local government, specifically counties, if they         
          choose to include the aforementioned as part of the construc-        
          tion or maintenance of county highways.                              
          HOME RULE NOTE                                                       
          HB 1470 does not preempt home rule authority.                        
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB1470 fails to create a State mandate       
          under the State Mandates Act.
