Allows the owners of record of any area of land consisting of one or more tracts lying within the boundaries of any street lighting district to disconnect the land from the district if that land (1) is subdivided into residential lots and blocks; (2) is located in a subdivision other than the subdivision that the district primarily serves; (3) does not receive services from the district; and (4) if disconnected it will not result in the isolation of any part of the street lighting district from the remainder of the district.
