Provides that membership of any organization designated as the metropolitan planning organization for northeastern Illinois and any subcommittee of the Northeastern Illinois Planning Commission shall be reflective of the distribution of population in that region. Requires membership to reflect the diversity of stakeholders in the transportation system of the region.
