Provides that individual taxpayers shall be allowed a deduction in an amount equal to 300% of the amount of real property taxes paid by the taxpayer during the taxable year on the principal residence of the taxpayer. Exempts the deduction from the sunset provisions. Sunsets the tax credit for residential real property with tax years ending on or before December 31, 1997. Effective January 1, 1998.
