Short description: 
LIVESTOCK FACILITY-MORATORIUM                                              

Synopsis of Bill as introduced:
        Amends the Livestock Management Facilities  Act.   Prohibits  the      
   commencement  of  operation  of  new  livestock  management  or  waste      
   handling   facilities   of   1,000  or  more  animal  units  (and  the      
   commencement  of  operation  of  the  expanded  portions  of  expanded      
   facilities) during 1998.  Effective immediately.                            
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          510 ILCS 77/12 new                                                   
          Adds reference to:                                                   
          510 ILCS 77/15                                                       
        Deletes everything.  Amends the Livestock  Management  Facilities      
   Act.  Replaces  provisions for registration of earthen livestock waste      
   lagoons with provisions for site development permits  (issued  by  the      
   EPA),  construction permits (issued by the Department of Agriculture),      
   and  operation  permits  (issued  by  the  Department)  for  livestock      
   management  facilities  and  livestock  waste   handling   facilities.      
   Requires  notice  to the EPA and the public in the case of spillage of      
   livestock waste or rupture of  a  livestock  waste  lagoon.  Effective      
   immediately.
