Provides that for the purposes of making surveys and determining the amount of property necessary to be taken or damaged in connection with any highway project, the municipality may enter upon the lands or waters of any person or corporation, after notice to the owner, by certified or registered mail, 7 days before the entry and subject to responsibility for all damages occurring as a result of the entry.
