LOC GOV-DIGITIZED RECORDS-RULE                                             

Synopsis of Bill as introduced:
        Amends the Local Records Act.   Provides  that  a  local  records      
   commission  shall  establish  standards  for  the  reproduction of the      
   public records by digitized electronic format.   Provides  that  these      
   standards shall not be so restrictive as to unduly prevent officers or      
   agencies from using this reproduction method.                               
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes everything after the enacting clause.  Amends  the  Local      
   Records  Act.   Provides that a public record may be disposed of after      
   being reproduced in a digitized electronic format  if  (i)  the  local      
   records  commission  approves  disposal after a retention period of 10      
   years or less, (ii) the reproduction  is  durable  and  complete,  and      
   (iii) the reproduction is retained for the prescribed period.               
        HOUSE AMENDMENT NO. 2.                                                 
        Deletes everything after the enacting clause.  Amends  the  Local      
   Records  Act.   Provides that a public record may be disposed of after      
   the prescribed retention period and being reproduced in  a  digitized,      
   electronic  format  if  the  local  records  commission  gives written      
   approval  for  disposal  and  (i)  the  reproduction  is  durable  and      
   complete, (ii) the reproduction is retained for the prescribed  period      
   and  in  the  prescribed  format, and (iii) the Commission is notified      
   when the original or reproduced record is disposed of.  Provides  that      
   the  State  archivist may deposit historical records in, among others,      
   the State Archives, the State Historical Library, or a university           
   library (now in, among others, the State Library or the State               
   Historical Museum).
