Short description: 
MEDICAID-MANAGED CARE                                                      

Synopsis of Bill as introduced:
        Amends the Public Aid Code.  In the "Medical Assistance" Article,      
   makes  various  changes  in  the  Section  concerning  a  system   for      
   integrated  health  care  services,  including:   (1) consideration of      
   accreditation of a managed health care entity by  a  private  national      
   organization;  (2)  background  investigations  of managed health care      
   entities;  (3)  orientation  for  Medicaid  recipient  enrollees;  (4)      
   evaluation of enrollees by a physician; (5) reports by managed  health      
   care entities; (6) establishment of a Managed Care Roundtable; and (7)      
   an  annual  performance  audit  of the integrated health care program.      
   Requires the Department of Public Aid to establish guidelines for  its      
   administration  of  a  managed care program, including the preceding 7      
   factors; also requires participating  managed  care  organizations  to      
   provide education programs for their providers and for their enrollees      
   who  are Medicaid recipients.  Authorizes the Inspector General within      
   the Department of Public Aid to (i) establish a special administrative      
   subdivision to monitor managed health care entities and  (ii)  monitor      
   the Enrolled Managed Care Provider program.  Effective immediately.
