DHS-COMMUNITY SRVCS-FUNDS                                                  

Synopsis of Bill as introduced:
        Amends the Community Services  Act.   Provides  that  the  annual      
   appropriation  to  the  Department of Human Services to fund community      
   services shall include an increase  over  the  appropriation  for  the      
   previous  fiscal year that reflects any increase in the Implicit Price      
   Deflator for State and Local Government Purchases as determined by the      
   United States Department of Commerce for the  12-month  calendar  year      
   immediately  preceding  the fiscal year in which the increase is to be      
   applied.  Limits the increase to appropriations for the  State  fiscal      
   years 2000 and 2001.  Effective immediately.                                
          STATE MANDATES FISCAL NOTE                                           
          HB 3559 fails to create a State mandate.

          A 1% COLA increase would cost roughly $9 million.
