CON AMEND-JUDICIAL COMMISSION                                              

Synopsis of Bill as introduced:
        Proposes  to  amend  the  Illinois  Constitution  by  creating  a      
   Judicial Discipline and Incapacity Commission to administer  and  have      
   jurisdiction  over  judicial discipline and incapacity.  Abolishes the      
   Judicial  Inquiry  Board  and  the   Courts   Commission.    Abolishes      
   impeachment  of  judicial  officers.   Effective  upon approval by the      
   electors.
