Provides that the list of voters applying for absentee ballots kept by the election authority may not be viewed until immediately after the time for making applications for absentee ballots has passed. Prohibits a candidate, precinct committeeman, ward committeeman, township committeeman, State central committeeman, or officer of a political committee (now candidate)from assisting a voter in marking an absentee ballot unless the voter is the spouse, parent, child, brother, or sister of the candidate, precinct committeeman, ward committeeman, township committeeman, State central committeeman, or office of a political committee (now candidate).
